Responsible for formulation and direction of government relations strategy within region. Ensures effective implementation of strategic objectives and policies in accordance with the company’s strategic plans. Actively promotes legislative and regulatory agendas to improve business line and corporate profitability, working primarily through state and national trade associations. Advises and informs the various business areas impacted by legislative and regulatory developments, formulates and presents CNA’s position on legislative and regulatory matters.

Job Description

Essential Duties & Responsibilities

Performs a combination of duties in accordance with departmental guidelines:

Serves as CNA’s principal representative and liaison with state legislators and regulators in 11 Southeastern states, including Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, and Tennessee.

Works with individual business units to determine legislative and/or regulatory changes needed to improve profitability and to be more effective.

Works with trade associations, peer companies and other external organizations to further CNA legislative and regulatory goals and priorities.

Serves on the board of directors of state-based industry trade groups in furtherance of public policy goals.

Determines CNA position on issues and develops position papers addressing legislative/regulatory issues.

Meets with state policymakers and provides testimony at legislative committee hearings to further CNA legislative/regulatory goals.

Provides written reports and makes presentations to internal stakeholders regarding legislative/regulatory matters.

Coordinates, develops and makes recommendations regarding CNA’s political action plan.

Functions as a vital partner in informing strategy with respect to proprietary regulatory issues in assigned states.

Drives value to the bottom line through ongoing collaboration with business units as well as external advocacy in furtherance of regulatory objectives.

Manages outside counsel to achieve legislative/regulatory objectives.

Determines the need and develops language for advocacy communications to constituents regarding pending legislation and regulatory matters.

Conducts research and provides written reports and presentations.

Monitors issues pending before the National Association of Insurance Commissioners.

Stays current with public policy trends and developments.

May perform additional duties as assigned.

Skills, Knowledge & Abilities

In-depth knowledge of legislative and political processes and the roles and functions of government branches as well as strong industry and organizational knowledge.

Ability to effectively coach, develop and lead a government relations effort while encouraging creativity and innovation.

Ability to achieve results by taking a proactive long-term view of business goals and objectives.

Excellent speaking, writing and presentation skills.

Effective communicator of technical subjects in both written and verbal form.

Ability to foster and maintain collaborative relationships with legislators, legislative staff, peers, subordinates and other members of management.

Ability to maintain a strong sense of priority while managing a multitude of issues.

Ability to effectively communicate with senior management.

Executive presence and ability to influence external stakeholders.

Manage regional budget and ensure compliance with lobbying disclosure requirements and ethical standards.

Ability to develop tactical strategies which support organizational vision and goals.

High level of attention to detail.

Proven leadership ability.

Up to 30% travel.

Education & Experience

Minimum of 10 years’ experience in a state government relations position or related experience.

5 years’ experience leading and managing external resources such as trade associations and retained lobbyists preferred.

Strong relationships with policymakers in key markets within region, including state legislators and departments of insurance.

Property Casualty legislative and/or regulatory experience required.

Experience with a P&C carrier or trade association highly desired.

Relevant government experience with responsibility for P&C issues desired, including staffing a legislative committee as well or work at a department of insurance.

Proven track record managing property casualty insurance issues, particularly in highly regulated product areas such as auto and workers’ compensation.

Significant policy knowledge concerning complex insurance frameworks relating to rate, actuarial impact, risk, underwriting, catastrophe, and residual markets.

Lead issue management on a multistate basis.

Understanding of the nuances of legislative and regulatory strategies employed across jurisdictions.

Bachelor’s or equivalent, advanced degree highly preferred.

Ideally located in Southeast Region.

In certain jurisdictions, CNA is legally required to include a reasonable estimate of the compensation for this role. In District of Columbia, California, Colorado, Connecticut, Illinois, Maryland, Massachusetts, New York and Washington, the national base pay range for this job level is $152,000 to $242,000 annually. Salary determinations are based on various factors, including but not limited to, relevant work experience, skills, certifications and location.
