Position Summary

The Senior Regulatory Counsel is responsible for advancing AHIP’s state regulatory agenda, primarily with state regulators, at the National Association of Insurance Commissioners (NAIC), and other state-focused external policy and regulatory organizations. This position acts as a subject matter expert with extensive subject knowledge and advises and promotes efforts within AHIP’s State Affairs and Policy Department and with external organizations. They engage their networks to educate and advocate to external decision makers, and effectively communicate their expertise to internal stakeholders.

Essential Duties and Responsibilities

Advocates AHIP policy interests at the National Association of Insurance Commissioners (NAIC), with state regulators, and other stakeholders.

Staffs NAIC national meetings, committees, work groups, and task forces.

Staffs, as assigned, other state-focused external policy and regulatory organizations.

Leads AHIP’s policy and advocacy engagement at the NAIC and other assigned state-focused external organizations, including taking an active role in substantive policy work while collaborating internally with AHIP subject matter experts.

Works collaboratively with AHIP’s members engaged at NAIC and other policy organizations to build consensus and drive policy agendas.

Serves, as requested by the Senior Vice President of State Affairs and Policy (SVP), as Department representative on internal or external AHIP committees or work groups.

Supports the SVP in staffing the State Government Relations Committee (SGRC), NAIC-related, and other identified state-focused internal committees and work groups.

Supports the SVP in building relationships and coalitions with external organizations to further AHIP’s state-level policy and advocacy agenda.

Serves, as requested, as AHIP liaison/spokesperson with state-focused external policy and political organizations.

Serves as subject matter expert for assigned issues in AHIP’s legislative and regulatory policy priorities.

Performs other tasks as required or assigned by the SVP of State Affairs and Policy.

The employee is frequently required to stand, walk, use hands to finger, handle or feel, and reach with hands and arms. The employee must also be able to communicate verbally and use a computer and other technology (including keyboarding).

Minimum Education and Experience Required

Bachelor’s degree in political science or related field and/or equivalent experience

Juris Doctorate required

Minimum of 10–15 years of legislative, regulatory, political, public affairs, and industry experience

Other Qualifications

Strong understanding of NAIC organization and processes

Detailed knowledge of state legislative and regulatory processes

Detailed knowledge of regulatory issues at the state level

Strong understanding of influence structures within trade associations and advocacy organizations

Strong understanding of state political dynamics and their impact on policy

Ability to gain trust and earn the respect of clients

Skills in developing and maintaining effective relationships with AHIP members, staff, and public officials

Ability to analyze and communicate complex health policy issues

Ability to build consensus and manage conflicting interests

Adaptability to a fast-paced, dynamic environment

Ability to work favorably as part of a team and follow direction

Excellent oral and written communication skills

Ability to build collaborative relationships and influence others

Strong analytical and conceptual thinking skills

Ability to identify and seek information effectively

Expected Hours of Work

This is a full-time position. Standard work hours are Monday through Friday, 8:30 a.m. to 5:30 p.m.
