Job Overview:
This position will focus on constructively developing and communicating key company positions across government agencies, industry organizations and related stakeholders while also engaging in strategies in support of the company’s business global interests.
The Company’s government relations and policy programs seek to sustain a dialogue with government authorities that promotes sound public policies and addresses emerging regulatory, policy and legislative issues. The Company is committed to playing an active and constructive role in the ongoing development of public policies, the high technology community, and society at large.
Minimum Qualifications:
- Bachelor’s degree in Government Affairs, Business, Political Science, Public Policy, Public Affairs, Engineering, Legal, or related field.
- 7+ years of Government Affairs, Communications, Industry Associations, or related work experience.
Key Responsibility:
- Identify, establish and maintain key government relationships that are critical to the growth of the Company’s business.
- Support the Company’s public policy objectives, advance messaging, and identify policy issues and trends that are likely to impact the Company and industry in the international trade domain including geopolitical developments.
- Represent the Company externally before the US and China government officials, intergovernmental institutions, industry associations and other professional organizations to identify and positively shape positions.
- Work in a team-oriented environment to promote understanding of the Company’s innovative approach to business and of its business model, the specific challenges and opportunities faced, and possible policy-oriented actions by governments.
- Proactively lead the analysis and monitoring of policy, legislative and regulatory issues affecting the Company’s business interests in China.
- Provide clear and concise advice on regulatory developments and policy issues related to the Company.
- Work with internal clients in support of the Company’s different business divisions and to assess opportunities/challenges relating to legal, regulatory and policy issues.
Preferred Qualifications:
- A minimum of 15 years of professional experience in a government affairs program in a high-tech Company and/or a government agency addressing regulatory issues and public policy; and/or a senior strategic business role in a high-tech or semiconductor company;
- Significant experience working with government agencies;
- Knowledge of the high-tech and/or telecom sectors in China;
- Analytical skills, including proven ability to prepare reports involving regulatory, policy, and legal issues;
- Ability to work and function effectively in a team environment where roles and responsibilities at times are shared;
- Ability to prioritize and meet deadlines in a fast-paced environment;
- Leadership skills and ability to establish and maintain a high degree of personal credibility and respect;
- Domestic and international travel required;
Preferred Education Requirements:
Preferred: MBA or Masters Degree in Public Policy, International Affairs, Law.

Pay range:
$183,000.00 – $274,000.00
The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted. Even more importantly, please note that salary is only one component of total compensation at Qualcomm. We also offer a competitive annual discretionary bonus program and opportunity for annual RSU grants (employees on sales-incentive plans are not eligible for our annual bonus).
