Job Summary
Communication, adoption and achievement of legislative and regulatory goals. Professional relationships with constituent and/or key members of the state legislature and executive branch officials. Professional relationships with representatives from utility, energy, customer, and other groups to achieve regulatory and legislative goals.
Essential Functions
- Partner with internal stakeholders to strategically create and shepherd legislative solutions to industry and business objectives.
- Build relationships with constituent and/or key members of the state legislature and state executive branch officials, with particular emphasis on the Governor’s office, EPA, etc.
- Review proposed legislation to determine impact on operations.
- Communicate the company’s position on proposed legislation and regulation of interest to Columbia Gas, including development of position papers.
- Work with regional external affairs staff to achieve successful:
- Internal stakeholder contacts with constituent legislators;
- Political Action Fund participation;
- Grassroots programs geared to furthering legislative and regulatory goals.
- Advise management on the status of current and future legislation and regulation; recommend a course of action to enhance passage of favorable legislation and regulation.
- Advise management and external affairs staff of projected short- and long-term legislative and regulatory issues of interest.
Required Qualifications for Position
- Bachelor’s Degree with an emphasis on Political Science or related study.
- MBA, other advanced degree, or professional certification, or four or more years of energy regulatory experience or other experience operating in a regulated environment interacting with regulators.
- Knowledge of the legislative process and energy industry.
- Ability to organize diverse material into a cohesive, understandable message; good organization skills.
- Strong oral and written communication skills.
- Good problem-solving skills; creative solutions; solid interpersonal skills; capable of persuading others.
- Above average reading skills to comprehend and assimilate complex accounting and regulatory material.
- Aptitude for numbers and good analytic skills.
- Demonstrated proficiency with computers, electronic mail, and financial analysis programs.
- Ability to function effectively and work cooperatively in a team.
- Influencing and negotiation skills.

Salary Range
$129,500.00 – $194,300.00
The salary offered to a candidate is based on several factors including but not limited to the candidate’s skills, job-related knowledge, and relevant experience, as well as internal pay equity.
