Director, Governmental Affairs Position at UMB

Primary Duties:
- Acts as a primary contact between elected officials and the University to advocate for policies that advance the educational, research, clinical, and service mission of the University.
- Consults with University officials to develop positions and implement initiatives at the federal, state and/or local governmental levels.
- Monitors legislative hearings and actions; guides advocacy efforts and testimony; informs University of impact of legislative actions; and prepares related summary and special reports.
- Works to build and enhance effective partnerships on behalf of the University.
- Collaborates with University leadership to develop the University’s agenda and position on matters of state legislation, regulations, and policies. Executes and strategically manages all aspects of that agenda.
- Assists chief governmental affairs officer in long-and short-term state legislative agenda oversight to meet University’s goals and objectives.
- Serves as primary contact to respond to state legislative and state regulatory proposals that affect the University and ensures that University acts with a single unified voice, including supporting formal testimony at hearings or other appropriate actions.
- Serves as primary contact to respond to state officials in inquiries regarding general information about the University, policies, programs and admissions information.
- Obtains, analyzes, and communicates information concerning state legislative and state executive branch actions and their impact on the University.
- Advocates for state governmental support of University’s interests, in such areas as health care, higher education, economic development, and social services,
- Facilitates and arranges interactions between key members of the University community and state governmental officials.
- Serves on various workgroups, committees, commissions, etc., within the University and externally to enhance and further the University’s interest.
- Works with University faculty, students, and staff to support effective relationships with state government officials and other partners to support University’s mission.
- Guides and coordinates activities of governmental affairs office staff and students doing formal rotations with the office, including overseeing procedures and processes to ensure effective workflow.
- Performs other duties as assigned.
Qualifications:
- Education: Bachelor’s degree in field and/or related field. Master’s degree or J.D. is preferred and can be used to substitute for relevant experience.
- Experience: Seven (7) years of experience in a closely related environment, such as law or government relations, with legislative experience is preferred.
- Supervisory Experience: N/A
- Certification/Licensure: N/A
- Other: Financial disclosure reporting required by State of MD Ethics Commission.
- Preferred Experience: Four (4) years of direct experience in higher education and/or healthcare.

Hiring Range:
$154,000 – $170,000 (Commensurate with education and experience)
