Position Summary

The Government Affairs Director is responsible for all Alliance legislative and regulatory activities within Washington, DC, as well as all state and international activity. This position directs and manages all legislative initiatives and executes deliverables that support the association’s strategic plan. The Government Affairs Director reports to the ED of the Alliance, works with the EVP of New Business Development to advance AH’s strategic plan, and liaises with other AH client‑partner staff teams.

Essential Duties and Responsibilities

Regulatory Agenda Development

  • Work with Alliance Executive Staff, General Counsel, and key industry committee and volunteer leaders to develop, execute, and advance the industry’s annual regulatory agenda.
  • Assist in developing the agenda and action plan, including milestones for executing the annual regulatory agenda.
  • Identify and assess compatibility of potential coalition partners (TIA, NAM, RILA, AAFA, ACC, AAP, etc.).
  • Provide quarterly reports on regulatory issues affecting the agenda and recommend any necessary strategy refinements.
  • Identify and monitor federal and state regulations related to the agenda.
  • Provide timely analysis of relevant regulations to facilitate strategic discussion and action.
  • Work with Executive Staff, lobbyist core, committee or task‑group leaders, and volunteer leadership to craft industry regulatory messages.
  • Ensure the Alliance and individual staff members remain compliant with lobbying requirements by filing quarterly and year‑end reports as appropriate.

Regulatory Communication

  • Write a member‑focused quarterly government‑affairs update covering regulations, legislative activity, and related agency actions that directly impact Alliance members.
  • Attend approximately four Alliance Board meetings annually and brief leaders on regulatory issues.
  • Attend the Annual Summit (held in the spring in Washington, DC) and brief members and other constituents on regulatory issues.
  • Lead program planning and secure guest speakers for the Summit.
  • Provide ongoing strategic advice to Alliance staff, Board, and industry leaders on regulatory issues at the state, federal, and international levels.
  • In collaboration with members, Executive Staff, and General Counsel, craft and file comments on regulatory issues and federal rulemakings.
  • File comments and letters with appropriate parties on behalf of the Alliance.
  • Support media inquiries by sharing industry perspective on government‑affairs topics.
  • Provide leadership support to the Alliance’s government‑affairs committee.

Regulatory Agency Monitoring

  • Provide detailed written reports on regulatory‑agency visits and interactions to Executive Staff.
  • Attend meetings at regulatory agencies (CPSC, NHTSA, FDA, etc.) for related issues and report substantive outcomes.
  • Represent the Alliance and its members at relevant meetings and provide brief follow‑up reports.

Capitol Hill Monitoring

  • Attend hearings and meetings with Congressional staff, as appropriate.
  • Establish and maintain relationships with Member offices and their staffs—especially key committees such as House Energy & Commerce, Senate Commerce, the Appropriations Committees, House Ways & Means, and Senate Finance—to communicate effectively about the Alliance and educate them on industry concerns.
  • Maintain ongoing communication between Alliance Washington, DC staff and Congressional offices.
  • Plan and execute an annual fly‑in/Hill Day for Alliance members, typically held in conjunction with the Summit.

Education / Experience / Required Proficiencies

Bachelor’s degree required, or a minimum of 10 years of related industry experience.

Language Skills

Ability to communicate effectively, both orally and in writing, with management and internal and external customers.

Reasoning Ability

Demonstrated ability to anticipate and solve practical problems and resolve issues.

This position may require travel, including the ability to drive a car or use public transportation such as trains and airplanes.
