## SCOPE

Under the leadership of the General Manager of the Washington DC office, the Government Relations Manager acts as a liaison between legislative entities and MHIA. This role is responsible for tracking and analyzing legislative initiatives related to MHI Group business, including carbon capture, gas and power markets, geothermal energy, and carbon accounting issues. The position provides the General Manager and top management with regular reports on potential opportunities and legislative developments affecting company business and policies.

Working in collaboration with key MHIA and Mitsubishi Power Americas stakeholders, the Government Relations Manager will support the development of responses that advance company initiatives aimed at reshaping deliverables and business models across both the public and private sectors.

## JOB RESPONSIBILITIES

– **Legislative insights** — Provide relevant legislative insights to the General Manager and key recommendations for the business.
– **Industry information coordination** — Coordinate with the GM to gather and distribute information on all industries related to MHI Group business. Research, compile, analyze, and distribute U.S. economic information as it relates to the Group.
– **Energy policy specialization** — Serve as Energy Policy and Regulatory Specialist, providing strategic analysis and guidance in energy policy and regulatory practices within decarbonizing industries such as CCS, geothermal, carbon accounting, and power production.
– **Decarbonization policy analysis** — Provide strategic information and analysis on energy policy and regulations related to decarbonization, including CCUS, clean and renewable energy programs, and incentives under the IRA and IIJA.
– **Policy impact publications** — Draft and regularly publish analysis on the impact of proposed policy positions, including commercial risks and opportunities.
– **Government relations support** — Provide political and governmental expertise to assigned areas and assist with Government Relations programs, including grassroots efforts.
– **Lobbying coordination** — Guide MHIA and lead consulting services and lobbying firms to achieve lobbying and advocacy goals. Register and maintain lobby disclosure compliance if necessary.
– **Political climate monitoring** — Maintain a high level of knowledge of local, state, and federal political climates and respond effectively to customer issues referred by elected representatives.
– **Political network development** — Assist in developing and implementing a plan to build a strong political network for the company in the U.S., including relationships with state representatives, regulatory agencies, and trade associations.
– **Coalition building** — Support identification, analysis, lobbying strategies, and grassroots coalition building with industry partners and associations on priority state legislative and regulatory initiatives.
– **Trade group engagement** — Cultivate relationships and raise the company profile with major trade groups and nonprofit organizations, positioning MHIA as a thought leader on energy and decarbonization.
– **Community engagement** — Engage strategically with environmental and community organizations on energy transition and decarbonization policy.
– **External representation** — Represent and participate in outside business associations and organizations to communicate company priorities.
– **Internal collaboration** — Work closely with MHIA internal business leaders, including MHIA HQ and Engineered Systems Division.
– **Stakeholder relationship building** — Collaborate with customers and external interest groups in legislative arenas to develop positive relationships.
– **Additional duties** — Cover other issues and duties as assigned, including defense, shipbuilding, and geopolitical issues related to the U.S.–Japan relationship.

## QUALIFICATIONS & SKILLS

– **Education** — Bachelor’s degree in Public Policy, Political Science, Law, or related field.
– **Preferred focus** — Energy policy, energy regulations, national security, or related areas. Equivalent combinations of education and experience considered.
– **Experience** — At least 4 years of experience in government relations and advocacy in the energy field or equivalent government experience (Congress, Senate, DOE). Registered lobbyist preferred.
– **Energy knowledge** — Knowledge of energy use challenges, utility regulation, and renewable/clean energy standards.
– **Business recommendations** — Experience developing and implementing business recommendations based on geopolitical climate risk analysis.
– **Communication skills** — Strong interpersonal communication and presentation skills.
– **Analytical skills** — Strong analytical and problem‑solving abilities.
– **Technical skills** — Advanced computer skills, especially Microsoft Office.

## WORKING CONDITIONS

– **Travel** — 30% or higher within North America, with occasional international travel.
– **Schedule** — Weekend/late‑night work as needed; ability to attend early morning or evening calls across time zones.
– **Physical requirements** — Regular sitting, standing, walking, talking, and hearing. Frequent lifting up to 10 lbs; occasional lifting up to 25 lbs.

## MHIA COMPREHENSIVE TOTAL REWARDS PROGRAM

### Compensation

As of the date of this posting, the good‑faith pay range for this position is **$146,341.25 to $165,429.24**. Actual compensation may vary based on experience, skills, qualifications, and internal equity. This range is subject to change.
