Position Description

The CPC Center is recruiting a Legislative Affairs Director to lead the development and implementation of the organization’s public policy and legislative affairs strategy. This role will supervise an experienced legislative affairs team, including planning and leading the team’s activities. This position is a key part of CPC Center’s management team.

Duties and Responsibilities

The Legislative Affairs Director will have the following duties and responsibilities:


  • As a key member of the management team, provide thought leadership on CPC Center overall direction and strategy.

  • Help lead the annual CPC Center strategic planning process, as well as content development and planning for the CPC Center’s annual summit.

  • Conceptualize publications, briefings, and other materials to move issue campaigns forward.

  • Assign, supervise and evaluate work of the legislative affairs team members, including editing all written materials prior to publication.

  • Play a leading role in the development and cultivation of strategic partnerships with key stakeholders, including identifying opportunities for collaboration and devising appropriate staffing plans to accomplish plans and projects.


  • Provide thought leadership in the development of organizational strategy, and in the overall development and direction of the organization.

  • Play a leadership role in the formulation of short-, mid-, and long-term strategies to advance priorities.

  • Lead the development of internal and coalition-based strategies to expand support for key policies in cooperation with other members of the program team.


  • Spot opportunities for CPC Center to conduct legislative and policy analysis and public education on timely policy topics.

  • Conceptualize, shape, draft and edit legislative analyses and policy explainers.

  • Assign team members to draft explainers and other policy documents, providing thought partnership and editorial advice.

  • Supervise team members in closely tracking legislation, committee action, and floor activity in Congress.

  • Rapidly distribute information on fast-moving legislation.

  • Write opinion pieces to amplify policy priorities.


  • Lead the development of the legislative affairs team’s outreach planning and strategy; manage the legislative affairs team in their outreach.

  • In conjunction with Policy Director, identify and solicit key research from policy experts.

Other duties as assigned.

Key Relationships

This position reports to the Executive Director, supervises the Legislative Affairs Team, and works closely with other members of the program team, including the Program Directors and Associates.


The ideal candidate for this position will possess the following qualifications:

  • Bachelor’s degree or higher (advanced degree preferred).

  • At least 8 to 10 years of relevant work experience, including at least 5 years of legislative experience (committee experience strongly preferred).

  • Strategic acumen and legislative savvy.

  • Significant experience hiring, supervising, and evaluating staff.

  • Demonstrated track record of success managing teams to produce substantial high-level written content in a fast-paced environment.

  • Experience providing mentoring and professional development opportunities for staff.

  • Significant experience conceptualizing, developing and implementing new programs.

  • Significant experience leading meetings and coalition efforts.

  • Existing relationships with key stakeholder audiences.

  • Passion for social movements for justice, equity, and fairness.

  • Broad familiarity with the policy priorities of  CPC Center and the ability to quickly learn new policy issues.

  • Excellent writing and proofreading skills.

  • Outstanding time management and organizational skills.

  • Commitment to centering anti-racism and equity in your work.

  • Responsiveness to feedback and collegiality.

  • Demonstrated flexibility and openness in responding to changing work priorities.

$100,000-$110,000 annually, depending on experience.

This position is remote until the CPC Center’s office is able to reopen. At that time, this position will be based in our Washington, DC office.
