Manager of Policy
he Manager position resides within the Nemours Office of Child Health Policy and Advocacy. The position’s main focus will be leading policy efforts in designated areas to support Nemours’ mission of helping every child grow up healthy. The Manager will be part of a very collaborative team and must be comfortable working closely and cooperatively with team members to achieve common goals and to support the advocacy work of colleagues. Specific responsibilities will include: research and analysis of policy issues and innovative health care models across the country; development of policy recommendations; drafting policy briefs, white papers and related communications; contributing to publications; leading convenings, briefings and potentially collaboratives with key organizations and leaders in the field; assisting advocacy colleagues in analyzing and drafting legislative language and regulatory comments; developing strategies and tactics to advance Nemours’ policy and advocacy goals at the federal level; and working with internal and external stakeholders to implement these plans. The Manager will be responsible for identifying opportunities for fostering and maintaining strategic partnerships with other policy and advocacy groups, stakeholders and external partners, as well as cultivating relationships with partners across Nemours to advance the goals of the Enterprise and enhance our policy and advocacy work. The Manager will collaborate within the National Office and across the Nemours Enterprise to leverage policy and practice expertise and provide leadership and support in the development and implementation of strategic decisions and plans for the National Office, including contributing to internal strategy, communications, tracking of results, and reporting. Portfolio areas are likely to include but not be limited to: pediatric value-based payment models, mental/behavioral health, Medicaid, CHIP, population health/social determinants and relational health.
- Bachelor’s degree required. Master’s degree in public policy, public health, public administration, child health or related field preferred.
- 5-10 years public policy experience required
- Comprehensive knowledge of areas of primary responsibility within the National Policy & Prevention agenda.
- In addition, the Manager must be able to demonstrate the skills in applying this knowledge to advance effective strategies.
- Knowledge of various policy strategies and in-depth knowledge of the federal legislative and regulatory process. Knowledge of management principles and methods including effective delegation and supervision.
- Ability to thoroughly analyze issues and reach independent decisions without supervision
- Ability to work independently in a matrix organization including the ability to plan and organize with little assistance and integrate work across the enterprise.
- Ability to communicate effectively towards targeted audiences (written and oral). Ability to work collaboratively on teams.
Leverage Expertise – Leverages subject matter knowledge to develop and manage strategies and tactics to advance Nemours’ goals, working collaboratively with partners across the National Office and the Nemours Enterprise. The Manager contributes intellectual and technical policy support and makes recommendations and decisions to help form and advance strategic goals, using the most relevant and current research, data and knowledge of the policy field. This includes knowledge of federal programs and levers to influence Congress and the Administration, with responsibilities to include assistance in analyzing, drafting and advancing federal legislation, regulation and guidance, and primary leadership in organizing expert convenings, policy briefings and potentially collaboratives.
Research and Analysis – Stays current with policies, published literature, legislation, stakeholder positions, and research in the field and advises the senior leadership team of these options and strategies in order to identify opportunities for Nemours to be viewed as a trusted resource and to help advance policy goals.
Writing – Leads the development and writing of child health policy and policy briefs, backgrounders, regulatory comments, and presentations for Nemours internal business partners, stakeholders in the field, political champions, and professional publications. Potentially provides assistance with grant-writing.
Leadership – Leads the development of policy strategies, tactics, events and other deliverables within the assigned portfolio areas, working in collaboration with Nemours business partners in the states and National Office colleagues. May provide leadership in implementing Continuous Improvement projects for the team.
Advance Outreach Efforts and Communications – Serves as a lead for the National Office’s strategic partnerships and coalition-building strategies with other organizations for assigned portfolio areas. This includes acting as one of the lead message developers for Nemours’ strategies to federal policymakers, stakeholders, and coalitions, as well as to internal audiences, and includes sustained collaboration with team members.
Strategy development – Must be a strategic thinker who helps to develop and execute a strategy to accomplish the Nemours mission of being a pre-eminent voice for children.
Manage – Devise and manage strategies and tactics to advance Nemours’ policy and advocacy agenda and the goals of the National office. The Manager works independently and is able to develop project plans and delegate tasks effectively if necessary. The Manager will supervise interns and will delegate assignments to the team’s analysts, with a focus on establishing clear work expectations, providing timely feedback and offering mentorship. The incumbent will require minimal supervision.
Proactively contributes to the development of the National Office budget and business processes, including compliance with government rules and regulations. Seeks out and attends briefings and hearings on relevant policy topics and reports findings. May potentially work with internal Nemours business partners to apply for grants or other funding. Attends meetings with other advocacy groups as a primary representative of Nemours in order to build strategic partnerships and increase the organization’s capacity to learn new innovations.
