Holcim is planning to spin-off its North American Business to unleash its full potential, capitalizing on North America’s oversized growth in construction led by the modernization of infrastructure, a surge in advanced manufacturing and AI operation, and the growth of resilient cities.

Holcim plans to list the new company on the NYSE by the end of the first half of 2025 and establish its operations headquarters in the US to be fully dedicated to serving the North American market and pursue a growth strategy across the region.

The newly listed company will become North America’s leading building solutions company, with industry-leading market position to meet its customers’ greatest ambitions with the most advanced building solutions from foundation to rooftop.

ABOUT THE ROLE
The Regional Manager, Government & Public Affairs, will lead and build a state government affairs program that advances the U.S. business model and increases profitability through public policy development and government decision-making.

WHAT YOU’LL ACCOMPLISH
Demonstrate a commitment to communicating, improving and adhering to health, safety, and environmental policies in all work environments and areas. Promote a culture of safety and exhibit these behaviors.

Manage all aspects of Holcim’s state government affairs for the region, including advocacy development and political strategy development. Directly advocate on behalf of Holcim’s interests with state elected officials and agencies to advance the company’s government and public affairs interests. Build and maintain relationships with Governors, members of the State Legislature, State Attorneys General, and their respective staff.

Manage Holcim’s participation in the Western Governors Association, CSG-West, or similar professional organizations. Manage state lobbying, including contract lobbyists.

Build and maintain relationships with state DOT, DEQ & DNR Directors, and other key state Departments and their respective policy staff. Lead participation in key state government affairs, trade associations, councils, and business groups. Take an active role in ALEC, NCSL, CSG, or other policy organizations.

Promote effective relationships with NGO, ENGO, industry, consumer, and professional groups. Analyze proposed state administrative and legislative actions and their impact on the organization.

Serve as an internal expert on stakeholder relations, site permitting, and reputation management. Develop a state political contributions strategy.

Responsible for providing tools for operations and Area Environment and Public Affairs Managers, designed to maintain and build relationships with local government entities.

Keep current with all regional, state, and local environmental legal, lobbying, and ethics requirements and monitor developments and changes. Manage budget, including formulating the budget during the planning process and reviewing/explaining monthly variances.

WHAT WE’RE LOOKING FOR
Education:
Bachelor’s degree

Additional Education Preferred:
Master’s degree

Field of Study Preferred:
Political Science, Communications, Law, Economics

Required Work Experience:
10+ years working in State government in either the Legislative or Executive branch, or similar experience in a major County or City government

Required Computer and Software Skills:
Demonstrate computer proficiency with Microsoft Office

Additional Requirements:

Must be able to work as part of a team to ensure continuous improvement in the functional area as well as the overall operations

Strong problem-solving skills, interpreting rules, laws, and agreements

Construction materials and/or manufacturing industry background is a plus

Successful candidates must adhere to all safety protocols and proper use of Holcim approved Personal Protection Equipment (“PPE”), including but not limited to respirators. Employees that are required to wear respirators must be clean shaven where the respirator seal meets the face in order to pass the qualitative and quantitative fit test.
