Scope of Responsibilities:
- Serves as the primary AGC lobbyist and subject matter expert on tax, fiscal and infrastructure funding and finance.
- Manages two direct reports, including the Director of the Utility Infrastructure Division and the Director of the Highway and Transportation Division.
- Serves as staff director to the AGC Financial Issues Forum (FIF) and executes the Forum’s annual meeting(s).
- Acts as lead program manager for the AGC/Construction Financial Management Association (CFMA) Annual Construction Financial Management Conference (CFMC).
Duties:
Lobbyist & Subject Matter Expert (SME) on Building & Infrastructure Affairs
- Serves as the primary lobbyist and SME on tax, fiscal and infrastructure funding and finance issues impacting:
- Construction firms as business entities
- Vertical construction markets
- Private activity bonds, public-private partnerships, innovative construction financing
- Works with the Vice President of Government Relations on tax, fiscal and accounting issues impacting horizontal construction contractors and markets by:
- Coordinating lobbying activities with the House Ways & Means Committee, Senate Finance Committee, and relevant federal agencies and stakeholder coalitions.
- Supporting policy development.
- Works in coordination with the Senior Director of Congressional Relations for Labor, HR and Safety on tax, fiscal and accounting issues impacting union contractors by:
- Coordinating lobbying activities with the House Ways & Means Committee, Senate Finance Committee, relevant federal agencies, and stakeholder coalitions.
- Supporting policy development.
- Lobbying duties include, but are not limited to, advancing AGC policy priorities on Capitol Hill, in federal agencies, and through stakeholder coalitions; elevating the stature of the association in those arenas; and contributing to grassroots and AGC membership engagement campaigns and strategies.
- SME duties include, but are not limited to: maintaining a knowledge of tax, fiscal and accounting issues facing the construction industry; educating colleagues, members, and Chapters on the nuances of such policy when necessary; and developing policy papers and positions on such issues for the association.
Staff Director to Financial Issues Forum
- Serves as staff director to the AGC Financial Issues Forum, with duties that include, but are not limited to:
- Organizing and executing annual meeting(s) of construction CFOs, owners, and CPAs to address current construction tax and accounting issues.
- Procuring speakers from the government and industry to educate forum members.
- Responding to routine tax inquiries from forum members.
- Ensuring receipt of CPE credit for forum members.
- Managing AGC Tax listserve.
Lead Program Manager for the AGC/CFMA Conference
- Serves as lead program manager for the AGC/CFMA Construction Financial Management Conference (CFMC).
- Acts as primary AGC staff liaison to the CFMC steering committee.
- Oversees development and execution of the construction financial management conference attended by company owners, CFOs, CPAs, bankers, and consultants – usually around 450-500 attendees.
- Manages budget, organizes steering committee planning meetings, and develops conference marketing plan with the marketing department.
- Maintains conference budget and coordinates activities with meetings and marketing staff.
Other
- Assistance with all townhouse events and maintenance.
- Other job-related duties as assigned.
Requirements
- Knowledge of and experience working with federal agencies and/or Capitol Hill on major tax, fiscal, and infrastructure funding and finance issues required.
- Minimum of 5 years relevant experience required.
- Excellent oral and written communication skills required.
- Motivation and ability to respond to multiple issues simultaneously and meet deadlines required.
- Prior management experience a plus.
- Proficiency with Microsoft Office 365 products required.
- An individual who thrives in a fast-paced, dynamic environment, working effectively with colleagues across the organization is a must.
- Bachelor’s Degree required.
