Job Description

Responsible for analyzing, lobbying, and drafting responses to legislative, regulatory, and other policy matters to advance the interests of the bank and the industries it serves, particularly with respect to the rural infrastructure sector – rural electric, telecommunications, community facilities, and rural water and wastewater. Participates in managing policy and public relationships with federal and state agencies, key strategic partners, and other stakeholders to advance the bank’s legislative, regulatory, public-private partnerships, industry advocacy, and corporate social responsibility (CSR) efforts.

Essential Functions

  • Analyzes legislative, regulatory, and other policy proposals and their impact on the bank, with particular emphasis on rural infrastructure matters. Prepares and drafts letters and memoranda expressing the bank’s position, including regulatory comment letters.

  • Maintains relationship with National Telephone Cooperative Association, National Rural Water Association, and other trade associations to maintain current knowledge of industry, issues, and positions.

  • Monitors Administration actions and establishes relationships with key stakeholders to advance CoBank interests.

  • Monitors state legislative activities and makes recommendations to advance the bank’s policy, legislative, regulatory, public-private partnership, and CSR efforts.

  • Coordinates strategic Corporate Social Responsibility and industry support with CSR staff to support the bank’s policy, legislative, and regulatory agenda, public/private partnerships, and relationships with political and policy stakeholders.

  • Facilitates the CoBank District Farm Credit Council bi-annual meetings.

  • Facilitates monthly meetings with affiliate Farm Credit associations and collaborative team meetings.

  • Ensures compliance with relevant political and election law requirements, filling reports on behalf of the government affairs team.

  • Prepares briefing books and other materials, including updates of CoBank “national and state sheets” for use by management, CoBank directors, and CoBank’s ACA representatives.

  • Assists in onboarding advocacy class for the yearly CoBank Ambassador Program, helping with website creation and content development.

  • Performs minor administrative tasks, including office bill processing.

Education

Bachelor’s Degree required

Work Experience

6 years of experience in public policy, government affairs, and/or regulatory affairs, preferably in the rural infrastructure or agriculture sectors at the federal and state level, required.

Prior Experience in Policy Analysis, Advocacy, Strategic Communications Preferred

The typical base pay range for this role is between $108,400 – $133,280. Compensation may vary based on individual job-related knowledge, skills, expertise, and experience. This position is eligible for a discretionary annual incentive program driven by organization and individual performance.
