The American Dental Education Association (ADEA) is looking to add a talented Senior Manager of State Relations and Advocacy to its team.
### Summary of Position
Reporting to the Senior Director of State Relations and Advocacy, the Senior Manager of State Relations and Advocacy is an integral part of the Advocacy and Government Affairs (AGR) team. This individual is primarily responsible for monitoring and summarizing legislation and regulations of interest from all 50 states, the District of Columbia, and Puerto Rico. Additionally, this individual will assist with research focused on state laws and regulations, and will also provide strategic, administrative, and logistical support for advocacy campaigns and other duties needed to support ADEA’s state advocacy goals and goals of the entire AGR team. While this role will primarily focus on state-level advocacy, this person may also assist in helping AGR carry out its mission as the voice of oral health education on the federal level as well.
The organizational level and profile of this position require a candidate with self-motivation and confidence, attention to detail, effective communication, and organizational skills, as well as strong knowledge of the legislative and regulatory processes. The candidate must possess the ability to work effectively in a team environment. This position description incorporates the most typical duties; however, additional duties may be performed as needed. This position does not supervise any direct reports.
### Primary Responsibilities
– Monitor state legislative and regulatory proposals and assist in maintaining a database to track current and emerging state issues affecting oral health education and academic dental institutions and programs in all 50 states, the District of Columbia, and Puerto Rico.
– Create summaries of tracked legislation, regulations, and rules.
– Notify AGR about the introduction of significant legislation, regulations, or rules.
– Develop and maintain a list of state legislative and regulatory hearings of interest, as well as a list of comment deadlines for state regulatory proposals.
– Research and verify information on state legislation, regulations, and rules.
– Assist in updating annually published documents summarizing and comparing important legislative, regulatory, and policy information.
– Assist in developing new products to summarize, compare, and contrast state policies.
– Assist in maintaining state profiles regarding oral health and higher education issues.
– Provide administrative and logistical support for state-level campaigns and other projects as assigned.
– Provide assistance in developing messaging for state-level campaigns.
– Perform legislative, regulatory, and other policy research projects as assigned.
– Assist in informing ADEA members of state issues through developing state-related content for newsletters, special reports, and memos.
– Assist in informing ADEA members of state issues by updating the content on the state information pages of the ADEA advocacy webpage, including but not limited to policy, news, and legislative and regulatory updates, including maintaining the interactive state map.
– Develop short informational pieces about bill introductions and regulatory proposals for X (formerly Twitter) and the ADEA Advocacy website.
– Other duties as assigned.
### Qualifications
– Bachelor’s degree is required in a relevant field such as political science, public administration, or public policy.
– A minimum of 7 years of professional experience, including at least 3 years of experience tracking legislation and regulations in multiple states.
– Ability to quickly analyze proposed legislation, regulations, and rules to determine if it is of concern to the organization.
– Experience working in Congress, a state legislature, or a federal agency is preferred.
– Familiarity with state and federal legislative and regulatory processes.
– Familiarity with or interest in higher education and healthcare policy encouraged.
– Strong research skills, ability to identify and gather difficult-to-find, published information and documents.
– Ability to analyze and synthesize complex policy information.
– Ability to present complex policy information in a succinct manner that can be quickly and easily understood.
– Project a professional image through in-person and phone interaction.
– Possess the ability to maintain confidentiality and express discretion in matters as required.
– Ability to multi-task and prioritize work in a fast-paced, team-driven environment.
– Ability to work successfully in a diverse team environment and collaborate effectively with others.
– Must be able to successfully work under pressure and manage time effectively.
– Proficiency in Microsoft Outlook, Word, PowerPoint, Excel, and Adobe Acrobat. Ability to learn new technology as needed.
– Experience using legislative and regulatory tracking software.
– Ability to travel to member meetings to support ADEA events as needed, including some weekends and overnight travel (approx. 3-5/year).
– Ability to work at ADEA’s DC office on a hybrid basis three days per week and as needed.
