Salary Range:

Position Summary

The role of Senior Vice President, Federal Government Relations & Political Engagement at APCIA involves leading and managing two departments focused on federal and state advocacy and political efforts. This position requires a keen strategic, tactical, and proactive thinker who can act as the association’s chief federal governmental liaison official and spokesperson for APCIA on federal issues. With a proven track record of being a successful advocacy leader before Congress and in the Executive Branch, a highly effective leader of a high-performing team who inspires confidence and expects accountability in and from the team; and a strong commitment to member service with a 24/7 assistance mindset. This energetic and credible leader must be able to work with all policymakers irrespective of party affiliation and be well-regarded by policymakers. Extensive experience in the financial services sector, with a special premium on property casualty insurance knowledge and/or background, is essential. A servant leader’s mindset is key, prioritizing the needs of the organization, team, members, and industry. Additionally, this role demands a commitment to embodying and promoting APCIA’s Mission, Vision, and Values.

Principal Responsibilities

  • Lead all federal government legislative and regulatory activities for the Federal Government Relations division.
  • Direct Political Engagement division activities, including state and federal grassroots activities and federal political giving.
  • Identify, develop, manage, and execute APCIA’s federal priorities and all related strategies.
  • Identify, educate, and collaborate with legislators and other stakeholders on APCIA priorities.
  • Manage large-scale advocacy efforts, working with APCIA staff, thought leadership, and financial resources, with accountability for progress and outcomes.
  • Lead, manage, motivate, and promote accountability of Federal Government Relations and Political Engagement division staff, external consultants, and division resources.

Federal Government Relations

  • Lead liaison on Capitol Hill and before the Executive Branch.
  • The primary spokesperson for APCIA members’ interests on federal legislative issues via earned, social, and other media.
  • Establish annual FGR staff, operating, and leadership initiatives budgets to support and reflect APCIA’s federal advocacy priorities and stewardship of APCIA resources.
  • Manage related performance.

Lead Political Engagement Department

  • Establish annual Political Engagement staff, operating, and leadership initiatives budgets to augment APCIA’s federal and state advocacy priorities.
  • Manage related performance.

Grassroots and Grasstops

  • Pursue strategy to promote, innovate, and cultivate APCIA’s top-tier political grassroots, grasstops, voter education, get out the vote, and third-party grassroots engagement program, enhancing APCIA federal and state efforts to drive federal and state initiatives.
  • Foster member engagement at the state and federal levels.

Political Action

  • Oversee and manage Insuring America PAC and compliant corporate federal giving strategies.
  • Ensure a broad base of reliable donors to raise over $1.4 million each cycle for federal and state elections, increasing goals cycle over cycle.
  • Maintain consistent and boundless engagement with APCIA member company executives with real-time information, updates, and requests relevant to member company operations benefiting the property casualty industry.
  • Oversee the division’s annual planning and execution of enterprise-wide strategic goals, key initiatives, and advocacy metrics development and reporting process.
  • Counsel CEO, Board Leadership, Executive Committee, Board of Directors, and company government affairs executives on federal policy positions as well as political strategy and implementation.
  • Lead and live APCIA’s Mission, Vision, and Values.

Qualifications

Educational Requirements

  • Juris Doctor or Masters in related discipline or equivalent.

Lobbying and Political Compliance

  • Division accountability
  • Personal accountability

Experience

  • A known quantity that can be confidently trusted.
  • Deep experience in the financial services sector with a special premium on property casualty insurance background and/or knowledge.
  • Advocacy, leadership, and experience working in and/or before Congress and the Executive Branch.
  • Ability to proactively conceptualize, plan, and successfully implement comprehensive, specific, measurable, and achievable strategies for achieving advocacy goals.
  • Proven ability to build strong, collaborative working relationships among organizational staff, with member company representatives, and/or clients.
  • Outstanding interpersonal skills and verbal/written communication skills.
  • Exceptional judgment, crisis management skills, and comprehensive mastery of implications for APCIA members.
  • Capitol Hill experience and previous corporate or association lobbying experience.
  • At least 10 years of related government affairs experience.
