The VP, Government Affairs
The VP, Government Affairs will be responsible for Pennsylvania (including Philadelphia municipal issues) and the rest of the Mid-Atlantic Region of the U.S., which includes Delaware, Virginia, West Virginia, Maryland, North Carolina, South Carolina, Kentucky, Tennessee and Washington, D.C. The role will preferably be located in Pennsylvania with significant regional travel required. The position will be part of the Global Government Affairs team and will report to the Senior Vice President of State Government Affairs.
Major Duties & Responsibilities:
- Developing relationships and actively engaging with state legislators and regulators in the states within the assigned region to advance Chubb’s positions on legislation and regulations impacting company business.
- Monitoring and reporting the progress of proposed legislation or regulations.
- Advocating the company’s position on legislative and regulatory priority issues.
- Communicating regulatory and legislative developments to appropriate parties within Chubb to ensure company compliance.
This position will work within a team of regional state government affairs professionals and will manage consultants, law firms, trade associations and lobbyists, where needed. This individual will be responsible for advocating public policy positions and implementing strategies to positively advance Chubb’s agenda.
This effort includes coordination with the various business units regarding new market entry and product development, as well as developing and executing strategies to resolve political and/or regulatory hurdles affecting Chubb’s existing operations. This individual will identify opportunities for Chubb to advance legislative and regulatory proposals to support priority policy issues identified by senior management, business units, claims, compliance and the company’s legal staff. This role will serve as Chubb’s representative to various industry trade associations and will be frequently called upon to communicate policy messages to both internal and external audiences.
This position requires an accomplished candidate with strong academic credentials, political acumen, relationships with state Department of Insurance officials and state legislative officials and staff, as well as a developed technical background in regulatory and legislative matters for all lines of property and casualty insurance (P&C), including workers’ compensation.
Qualifications
Minimum Requirements:
- 7-10+ years of private and/or public sector experience in state government affairs.
- Experience with a P&C insurance carrier, P&C trade association, or position as staff member of legislative committee or government official with responsibility for P&C issues.
- Bachelor’s degree required/graduate or legal degree desired.
- Property Casualty legislative/regulatory experience required.
- Good relationships with state legislatures, Departments of Insurance, and other insurance-related state agencies required.
- Ability to take a collaborative approach to problem-solving.
- Confidence in dealing with senior management.
- Ability to communicate complicated concepts both through written and verbal means.
- Ability to manage multiple and changing agendas in a fast-paced environment.
- High level of attention to detail.
- Proven leadership ability.
- Strong conflict resolution skills.
