We have an exciting opportunity at Caterpillar for a Government Affairs & PAC Associate as part of our Global Government & Corporate Affairs team in Washington, DC. This position is responsible for the daily operations, initiatives, and communications of the PAC and grassroots activities, and will report to the CATPAC & Government Affairs Manager. Supporting the Government Affairs team in Washington, DC with the lobbying report and all required lobbying filings, including trade association lobbying reporting, the Associate will also engage in advocacy activities and initiatives for Caterpillar to maintain and enhance internal and external stakeholder networks and relationships.

What You Will Do

  • Manage the administration, disbursement, and financial transactions of CATPAC to ensure sound financial practices and compliance with applicable federal and state election laws.
  • Develop and distribute PAC solicitation and educational materials, including newsletters, webinars, content for the PAC annual report, content for the PAC website, and the annual PAC campaign.
  • Prepare and maintain annual budget for PAC disbursements and activities, administer the PAC charitable match program, manage outside vendor support, and ensure compliance with internal procedures to strengthen PAC membership and employee engagement.
  • Prepare and file federal lobbying registration and disclosures reports and produce internal PAC reports and analyses.
  • Represent the PAC as needed and assist in planning and meetings and events, such as fundraisers, political receptions, and education events.
  • Lead PAC Steering Committee meeting management, including scheduling, meeting materials, candidate research, financial reporting, and Steering Committee Treasurer preparation.
  • Provide support to the International & Federal Government Affairs team on the implementation of strategic plans and objectives to develop and maintain productive relationships with government officials to achieve Caterpillar business goals, including lobbying functions.

What You Have

  • Process Management: Knowledge of business process improvement tools and techniques; ability to understand, monitor, update, control, or enhance existing business or work processes.
  • Decision Making and Critical Thinking: Knowledge of the decision-making process and associated tools and techniques; ability to accurately analyze situations and reach productive decisions based on informed judgment.
  • Effective Communications: Understanding of effective communication concepts, tools, and techniques; ability to effectively transmit, receive, and accurately interpret ideas, information, and needs through the application of appropriate communication behaviors.
  • Relationship Management: Knowledge of relationship management techniques; ability to establish and maintain healthy working relationships with clients, vendors, and peers.
  • Governmental Affairs Management: Knowledge of federal, state, and local laws affecting government affairs; ability to manage corporate activities that benefit from interaction with or provide information to various governmental agencies.

Top Candidates Will Also Have

  • Experience working with a Political Action Committee.
  • Understanding of lobby disclosures and compliance requirements.
  • Working knowledge of computer databases (PASS), spreadsheets (Excel), and PowerPoint.
  • Working knowledge of state and federal campaign finance laws and filing requirements, as well as Internal Revenue Service regulations.

Summary Pay Range

$95,640.00 – $143,520.00
Compensation and benefits offered may vary depending on multiple individualized factors, including job level, market location, job-related knowledge, skills, individual performance, and experience. Please note that salary is only one component of total compensation at Caterpillar.
