What you’ll do…
The Government Relations Program Manager will help to develop and execute comprehensive and integrated strategies for achieving H&R Block’s legislative and regulatory objectives, ensuring alignment with company priorities. The successful candidate will be charged with building and reinforcing trusted relationships with Congress, the Administration, and key stakeholders to support and enhance the company’s public profile. The Program Manager will align engagements and deliverables with the strategic and tactical goals of the government relations team and the company.
The Government Relations Manager, located at our Washington, D.C. office, is an integral part of a Government Relations team who will coordinate with internal stakeholders to both assess governmental risks and opportunities and help to determine the company’s position on key policy issues. The team is comprised of members covering federal, state, and local advocacy, policy, and community relations.
Day to day, you’ll…
- Strategic planning and implementation – Working with the GR team to help develop strategic plans to support the company’s long- and short-term goals. Implement, monitor, and adapt the plan as needed including clear goals and other metrics.
- Policy / Legislative / Regulatory analysis – Stay abreast of current trends and information to anticipate opportunities and risks that emerge. Evaluate pending legislation, policy, and regulations; determine impact to Company and the tax preparation industry and help develop the organization’s response.
- Brief business partners on legislative matters and provide guidance/recommendations.
- Foster and build positive relationships with strategically important government officials, staff, opinion leaders, third-parties, and other external stakeholders.
- Influence public policy, monitor government initiatives, and advocate for specific public policies to advance the company’s objectives.
- Represent the company at government forums (official and political) and industry group meetings.
- Contribute to/direct preparation of policy briefings, testimony for pending legislative actions, and thought leadership documents.
- Ensure alignment and coordination with State Government strategy.
- Forge relationships with industry associations, academics, community leaders, and other stakeholders to add value, stay current, and advance the company’s interests.
- Work with the communications team to develop proactive messaging to shape policy issues that matter to policymakers.
- Develop and participate in Congressional district events and visits to headquarters by elected officials.

What you’ll bring to the team…
Education:
- Bachelor’s degree in a related field or the equivalent through a combination of education and related work experience.
Work Experience:
- 5-7 years of government relations or political experience.
- Strong influencing skills and proven ability to manage politically sensitive policy issues.
- Strong planning, organization, and decision-making capabilities; must be able to prioritize and manage multiple tasks simultaneously, resolve conflicts and solve problems and meet deadlines with minimum supervision.
- Demonstrated decision-making, analytical, and problem-solving abilities.
- Detail-oriented and ability to work effectively as part of a team.
- Effective written, presentation, and persuasion skills.
- Ability to communicate with all levels of internal associates, external vendors, and business partners.

- Tax or financial services background.
- Advanced or master’s degree.

Pay Range Information
The pay range for this position is listed below. Local minimum wage laws apply. This information is posted pursuant to local requirements to provide applicants with information about what they might be eligible to receive. Individual pay decisions will depend on job-related factors such as experience, education, skill, performance, and geographic location where work will be performed.
Successful candidates may be able to participate in one or more incentive compensation or short-term incentive plans, which could generate additional earnings in accordance with the terms of each plan.
Qualifying associates can enroll themselves and/or their eligible dependents in medical and prescription drug coverage; can participate in the H&R Block Retirement Savings Plan (401(k) Plan), the Employee Assistance Program, (virtual) fitness center programs, and the associate discount program; are automatically enrolled in Business Travel Accident Insurance; and receive Associate Tax Prep benefit.
Pay Range
$121,400.00 – $194,300.00/Yr.
