The Healthcare Distribution Alliance (HDA), located in Washington, DC, is the national organization helping members navigate regulations and innovations to ensure efficient and reliable delivery of medicines and healthcare products. They are seeking a Director of Policy to coordinate policy development on key issues impacting the healthcare distribution industry and HDA’s membership. Position Summary

Reporting to the Chief Policy Officer, the Director of Policy will drive HDA advocacy and engagement by supporting the development of healthcare distribution policy. The Director of Policy works with HDA member company subject matter experts and internally with all levels of HDA staff to help inform the distribution sector’s policy agenda on a wide range of issues, including but not limited to distribution logistics, supply chain resilience, emergency preparedness, reimbursement, importation of prescription medicines, prescription drug abuse and diversion, pharmaceutical traceability, taxes, healthcare affordability, and international trade. The preferred candidate will rely on extensive experience, strong writing skills, and sound judgment to plan and accomplish goals.

Responsibilities

  • Research and analyze public and health policy issues impacting the healthcare distribution sector; support the development of a healthcare distribution policy platform that informs and drives HDA advocacy and engagement.
  • Partner with HDA functional areas and across the membership to support the development of sound, executable policies, strategies, and roadmaps that enhance the effectiveness, efficiency, and visibility of the healthcare supply chain.
  • Work closely with the HDA Government Affairs and Communications teams to develop action plans and lead content development that informs policy deliberations and drives a patient- and provider-centric focus in HDA’s approach to policy proposals of material impact to the healthcare supply chain.
  • Act as a resource across the organization to increase cohesion with and alignment to HDA’s policy platforms.
  • Represent HDA in various consortia, including participation in policy engagement meetings on behalf of the organization.
  • Collaborate with the HDA Research Foundation to support incremental research activity undertaken to ensure continuity with overall HDA goals and strategies.
  • Manage the coordination and completion of policy content and policy-related research, including:
    • Developing policy products that reflect HDA’s positions and priorities.
    • Identifying and managing consultant teams for research projects or policy support.
    • Conducting outreach and engagement with members through task forces and working groups; monitoring response rates and following up with participants.
    • Supporting management of policy-focused task forces and working groups.
  • Perform additional research projects and other duties as assigned.

Skills and Abilities

  • Excellent written communication skills with the ability to present information both in writing and verbally in an understandable, concise manner
  • Proven ability to proofread and edit written material
  • Strong oral communication skills
  • Strong analytical skills
  • Detail orientation with the ability to be extremely accurate, particularly in working with numbers and nuanced positions
  • Aptitude for numbers, including the ability to carry out budget development and financial forecasting
  • Ability to travel up to 5%

Required Education and/or Experience

  • Bachelor’s degree
  • Minimum of three years of related experience, including healthcare policy
  • Strong understanding of qualitative and quantitative research methodologies and execution
  • Experience using various means of communication (e.g., phone, email, and meetings)
  • Computer literacy with proficiency in statistical software and the Microsoft Office suite (Access, Excel, Word, and PowerPoint)

Preferred Education and/or Experience

  • Master’s degree in health policy, public administration, or research
  • An understanding of the healthcare supply chain and/or supply chain distribution issues
