Position Description Objectives

You will direct BOMA’s state and local affairs program by actively promoting the formation of state BOMA coalitions, assisting local federated associations to more effectively coordinate their government affairs programs and advocate on state issues with national relevance, developing a library of model and/or best practice legislation, and increasing BOMA’s outreach and visibility among state groups and state/local decision makers. Convening workgroups, travelling to states to organize and participate in state fly-ins, and providing model legislation for locals to advocate for are three more ways you will interact with BOMA members located across America.

Position Details

  • Title: Director of State and Local Affairs
  • Salary: $80,000 – $110,000
  • Type: Hybrid, Full-time
  • Reports to: Vice President of Advocacy and Building Codes
  • Position Status: Exempt
  • Qualifications: Bachelor’s degree and a minimum of 5 years’ experience in state and local program management or comparable experience

Specific Responsibilities

  1. Assist local BOMA associations to research and coordinate state and local issues with multi-state or national impact, including individual assistance to local associations when appropriate.
  2. Develop and maintain web-based tools, such as the state legislative tracking program.
  3. Develop a “library” of model legislation or “best practice” legislation, in coordination with the State & Local Committee.
  4. Work with local associations and their government affairs committee to promote “best practice” legislation.
  5. Work with local BOMA federated associations to assist in the formation of state BOMA coalitions.
  6. Coordinate state/local advocacy efforts on national issues.
  7. Implement state/local advocacy promotions, such as Advocacy Day and the Government Affairs Awards of Recognition programs.
  8. Represent BOMA in state/local issues coalition meetings.
  9. Represent BOMA before state-focused public policy groups, such as the National Conference of State Legislators.
  10. Write articles on state/local issues for BOMA newsletters.
  11. Represent BOMA with local BOMA associations and industry groups on issues impacting the commercial real estate industry.
  12. Prepare issue updates, background papers, congressional testimony, comments on proposed rulemakings, and legislative alerts as appropriate.
  13. Manage the development and maintenance of the state and local advocacy program section of the BOMA.org website.
  14. Manage assigned portions of the annual Advocacy strategic plan and budget, including responsibility for contract oversight, overseeing revenue and disbursement tracking and periodic reporting to the Financial Resources Division. Also responsible for preparation of assigned portions of the strategic plan and budget.
  15. Serve as the staff liaison to the State and Local Committee and the Industry Defense Fund.
  16. Perform all other duties as assigned by the Vice President, Advocacy and Building Codes.

Relationships

Responsibilities require a close working relationship with all staff. The Director of State and Local Affairs must also interact with BOMA members, local BOMA association leadership, state and local policy makers, their respective staffs, and other associations’ staff.

Location

BOMA is located in Washington, D.C. and operates on a hybrid work schedule with the team in-office three days a week. Given the collaborative nature of this position, we are only considering candidates who are in or willing to relocate to the Washington, D.C. area. In addition, there will be an occasional need to work additional days in the office with limited advance notice.

Compensation & Benefits

The salary range for this position is $80,000 to $110,000. Additionally, BOMA provides a comprehensive benefits package including, but not limited to:
