Summary
The Senior Vice President, State Policy is responsible for developing and executing effective advocacy strategies on state and local policy issues that impact the broadcast industry. This role plays a critical part in advancing the organization’s policy priorities by influencing legislation, building strong relationships with policymakers and stakeholders, and providing strategic guidance on emerging issues affecting broadcasters nationwide.

We represent the interests of local radio and television broadcasters who serve communities across the country, delivering trusted news, emergency information, and public service programming every day. Our advocacy work is rooted in protecting the vital role of free, local broadcasting and ensuring policymakers understand its importance in a rapidly evolving media and technology landscape.
The Government Relations team operates at the intersection of policy, law, and public interest. We engage constructively and non-partisanly with policymakers at every level of government to advance thoughtful, balanced solutions that support innovation and competition. As Senior Vice President, State Policy, you will help shape and lead this work, driving meaningful impact on issues that matter to broadcasters and the communities they serve.
Essential Functions
- Develop and implement state and local advocacy strategies to address policy issues impacting the broadcast industry, under the direction of the EVP, Government Relations.
- Monitor emerging state and local legislative issues and advise the Government Relations team on potential impacts to broadcast members.
- Draft and manage advocacy materials, including letters, testimony, one-pagers, and other communications in support of policy goals.
- Draft, analyze, and redline state legislation across a range of substantive policy areas, including artificial intelligence, copyright, communications, competition, the First Amendment, taxation, and related issues.
- Lead the execution of advocacy tactics to influence state and local legislation affecting broadcasters, coordinating political engagement efforts as needed.
- Collaborate closely with the Senior Vice President responsible for State Associations to align advocacy and engagement strategies.
- Build, grow, and maintain strong relationships with state legislators, legislative staff, and state broadcast association executives.
- Oversee and ensure consistent external legislative tracking.
- Represent the organization at state broadcast association conventions and other events, as needed.
- Perform other duties as assigned.
Required Education and Experience
- Bachelor’s degree and at least 10 years of advocacy, government relations, or related experience.
- Thorough knowledge of local, state and federal legislative processes.
- Demonstrated success managing and executing multi-state advocacy campaigns.
- Excellent written and verbal communication skills, with strong attention to detail.
- Ability to conduct research and in-depth analysis of complex issues related to the organization and industry.
- Strong organizational skills with the ability to manage multiple priorities simultaneously.
- Exceptional interpersonal skills and the ability to represent the organization in a non-partisan manner.
Preferred Education and Experience
- Direct experience working with state and local government.
- Demonstrated understanding of key policy issues affecting the broadcast industry.
Work Location and Schedule
This position operates in a professional office environment, with a hybrid schedule which includes at least three days in the Washington D.C. office. Domestic travel of up to 20% is expected.
