In this final 2020 edition of our newsletter, we are pleased to share additional resources and events to help you start next year strong, such as free webinars, a Regulatory Advocacy Bootcamp and a Managing Contract Lobbyists Workshop. This newsletter also includes a report on the 2020 State and Local Government Relations Conference and a guest article about a recent legislative success in Ohio that many of us can get behind: making to-go-cocktails permanent! Read on to find out more about the tactics that made this legislative victory possible.

How Ohio Became the Second State to Allow Cocktails To-Go Permanently in
Response to COVID-19

Ohio Governor Mike DeWine (R) signed legislation (HB 669) in October permanently allowing restaurants and bars to offer cocktails to-go. Ohio is now the second state to do so since the onset of the pandemic. Cocktails to-go have been a vital economic lifeline for hospitality businesses struggling to cope with the harsh financial impacts of COVID-19. Making these measures permanent provides stability in uncertain times.

[vc_toggle title=”Read the Article”]The Distilled Spirits Council of the United States (DISCUS) recognized early on that cocktails to-go would be critical to the survival of many restaurants, bars and craft distilleries that were forced to curtail their business due to COVID-19. Because of the need across the hospitality industry, DISCUS created the Hospitality Recovery Coalition along with the American Distilled Spirits Alliance, the Council of State Restaurant Associations, the National Restaurant Association, TIPs and the United States Bartenders Guild. DISCUS, in conjunction with the coalition, worked hard to help secure cocktails to-go measures across the U.S., either by legislation or executive order.

In addition to having a strong coalition, we relied heavily on our grassroots platform, Spirits United (www.spiritsunited.org), which allowed us to activate hundreds of advocates throughout Ohio. Investing in a strong contract lobbyist network and utilizing social and earned media are proven staples of our advocacy efforts. These tools were even more important with limited access to legislators due to COVID-19.

Our efforts have resulted in more than 30 states plus the District of Columbia allowing restaurants and/or bars to sell cocktails to-go, bottled spirits to-go or both. Iowa became the first state to make a COVID-era cocktails to-go measure permanent on June 29. Other states, including Texas, Florida, Oklahoma and the District of Columbia, are also considering making their policies permanent. DISCUS continues to support making cocktails to-go permanent and has made it a priority issue for the 2021 legislative sessions.

Through the tactics outlined above and the continued support of our grassroots supporters, DISCUS can continue to create the changes at the local, state, federal and international levels our industry needs to succeed both now and in the future.[/vc_toggle]

2020 State and Local Government Relations Conference Breaks Records

It’s been a year of change and uncertainty, which made our 2020 Virtual State and Local Government Relations Conference even more valuable. It was encouraging to see so many SGR practitioners come together to share ideas and solutions. We had record-breaking attendance, with over 300 total registrants! This number well surpassed our previous record attendance of 200 attendees. Another huge thank you to all the speakers, sponsors and attendees who participated.

The conference featured 23 speakers sharing their insights and expertise, with some of our most popular sessions featuring state legislators giving their insights on how COVID-19 is changing state government relations, seasoned lobbyists sharing how to work with new legislatures, and more.
