Whether you’re a seasoned government relations professional or new to the field and practicing at the federal level, there’s one institution that’s always key: Congress. Join us as we host the first of two boot camps on the federal legislative branch. This boot camp will dive into the U.S. House, covering its legislative procedure; the rules of the Floor and why they matter; what actually happens in hearings and markups; and much more.

U.S. House Legislative Process – Rules, Exceptions and Culture
The legislative process in the U.S. House of Representatives is unique and includes many stops on the road between bill introduction and final passage. There are also many operating rules, detours, and potential exceptions to those rules. Our expert will discuss the norms of House procedure, why and how the operating culture of the House comes into play in the legislative process, and how it differs from the U.S. Senate.
In this session, we will:
- Examine “regular order” House legislative procedure, from bill introduction to final passage
- Highlight the exceptions to regular order and how and why those decisions are made
- Discuss the culture of the House, its evolution over time and how it differs from the Senate
- Cover how the culture of the House can influence its operating and legislative norms

U.S. House Committees and Building Relationships
U.S. House committees can be sorted into different types, sizes and areas of jurisdiction. Knowing how House committees operate and who’s currently serving on them can have key implications for your government relations goals. Our expert will walk you through the role of House committees before stepping back and discussing best practices for building relationships with House offices.
In this session, we will:
- Talk about the different House committees, areas of jurisdiction and types of committees
- Examine the differences between House committee markups vs. hearings
- Cover tactics for staying informed of committee schedules and changes
- Share key tips for building effective relationships with House offices
