9 a.m. Managing Compliant PAC Programs
We’ll begin with an overview of the federal campaign finance rules impacting corporate and association federal PAC activities, including:
- Rules for establishing and operating a PAC, filing requirements, and solicitation rules, including who in the organization can solicit and what constitutes a solicitation
- Best practices for maintaining compliance with your PAC program, including your website, communications materials, gifts and incentives
- Review of the Federal Election Commission’s prior approval requirements for trade association PACs, including who can provide approval and best practices for obtaining authorization

10:30 a.m. Providing Effective Political Support
While organizations continue to seek opportunities to engage with elected officials and candidates, it is important to understand the limits on political events in the office and other related considerations. This session will address:
- Considerations for hosting fundraisers or meet-and-greets at your office, including the role of the PAC vs. the organization when hosting these events
- Ground rules for political site visits at your organization’s facilities
- Bundling rules under HLOGA
11:15 a.m. Incentivizing PAC Participation
Organizations are consistently looking for ways to engage their PAC community by adding value to their contributors and incentivizing members of their eligible class to join the PAC. This session will focus specifically on the compliance considerations for a number of popular engagement strategies such as PAC Match, conducting raffles and auctions and in-person trade shows and events.
