What You’ll Get to Do:
CACI is seeking a Congressional Affairs Specialist Analyst to support the US Navy’s Team Submarine Director of Strategic Communications and all associated offices with congressional tasking and public affairs. In this role, you will compile, analyze, and distribute relevant Congressional and Governmental policy to the entire Team Submarine organization. This information will include legislation, markups, reclamas, and other associated documents. You will also prepare briefs and other strategic communications for committee staff members, congressional leaders, and other government stakeholders. This position will be a high visibility, fast paced endeavor within an exciting, rapidly growing organization.
This is a hybrid schedule position. Must be able to work some days onsite at the Washington Navy Yard. Telework permitted 1-2 days per week. A minimum Secret-level clearance is required prior to hire.
More About the Role:
- Track and process Team Submarine congressional taskers that affect Team Submarine, ensuring they are written in a clear, concise manner for Congressional audiences and chopped by the appropriate program offices before providing to the front office for timely review by the TSUB front office. Maintain response timelines to ensure timely responses.
- Coordinate with Navy Office of Legislative Affairs (OLA), FMBE, NAVSEA and other Navy stakeholders in developing and tracking responses to Congressional RFI’s.
- Assist with coordination of the standard messaging (content, format, themes) across all of Team Submarine program offices with Congress.
- Provide daily updates to Team Submarine on upcoming Congressional actions to ensure Team Submarine is apprised of the latest events.
- Review and analyze congressional reports and legislation to provide updates, synopsis and impacts to Team Submarine.
- Preparation and participation in meetings, working groups, and testing efforts as necessary to support the areas above.
You’ll Bring These Qualifications:
- Three (3) to Six (6) years professional experience in program analysis, program management or strategic communications.
- Two (2) years experience conducting Congressional affairs for US Govt agency and/or prior experience as Congressional staffer
- Familiarity with Congress, its committees, and the processes for Appropriations and the annual National Defense Authorization Act. Able to research proposed legislation and discern possible impacts to programs and policies.
- Proficient in the use of Microsoft Office software (Outlook, PowerPoint, Excel, Word).
- Demonstrated experience juggling multiple tasks in a fast-paced environment with tight deadlines.
- Exhibit strong and professional communication and management skills.
- Bachelor’s degree
- Active Secret DoD Clearance is required.
These Qualifications Would be Nice to Have:
- 5 or more years of experience with Navy Acquisition programs and their communications, interactions, preparations, messaging and responses to Congressional inquiries, hearings, testimony and Requests for Information (RFI).

The proposed salary range for this position is:
$71,500 – $150,200
