### Role Overview

Charter’s State Government Affairs team is tasked with achieving the company’s franchising, legislative, and regulatory goals on a state and local level. They are seeking a bright, determined, and committed Director of Government Affairs to join the team to assist in driving Charter’s policy priorities.

As a Director of Government Affairs, you will take the lead in developing, coordinating, and executing government affairs strategies that drive our company’s growth and influence at the state level in Massachusetts and Vermont. You will work closely with regional senior leaders to advocate for our interests before legislative bodies and regulatory agencies. In addition to representing the company in governmental and administrative settings, you will oversee procurement, external affairs, franchising, and community engagement initiatives. With your expertise in public policy and advocacy, you will contribute to strategic planning and manage impactful activities and events aligned with our overall objectives. You will report directly to the area Director, leveraging your legislative and regulatory experience to make a meaningful impact.

### What Our Directors of State Government Affairs Enjoy Most

– Supporting the efforts to draft, analyze, and/or present legislation, franchise/contract language, amendments, testimony, memoranda, and other collateral material as necessary to perform legislative and regulatory advocacy.
– Developing, building, and expanding relationships with public officials and other influential policymakers at the state and local levels.
– Serving as a supporting or principal liaison between Charter and the corresponding State Cable and Telecommunications Association and representing the company at industry forums as necessary.
– Coordinating with senior leadership to manage outside counsel, consultants, and lobbyists as necessary.
– Preparing franchise renewal applications and supporting data for renewal negotiations, developing renewal strategy, and participating in franchise renewal negotiations with municipalities.
– Reviewing, interpreting, and communicating terms and conditions of franchises, franchise-related agreements, and other contracts for implementation to ensure compliance with legal and regulatory obligations.
– Managing franchise efforts for assigned franchises consistent with the strategies and policies for the company.
– Developing and growing grassroots and third-party support for the benefit of the company and its interests.
– Coordinating with senior leadership to develop strategies and effectively plan and execute initiatives to grow the company’s image within the communities managed.
– Representing the company before external constituencies, including elected officials and other state and local government agencies, commissions, and authorities, and organizing and representing the company at community events and other external functions.
– Managing responses to and company resolution of escalated complaints from government authorities as necessary.
– Managing the identification of government-related state procurement and business opportunities and facilitating discussions with the business and assisting them in developing responses.
– Managing relationships with local officials in areas where the company is expanding service.
– Developing approaches to support the company’s business objectives and managing outreach and interactions with government constituencies related to our business and services.
– In coordination with the Senior Director, ensuring alignment of SGA priorities and community strategies planning and tactical execution, including PSAs, In Focus, and strategic events.
– Performing other duties as requested.

The State Government Affairs team is responsible for educating local and state officials about Charter’s policy positions and advocating for laws, regulations, and ordinances that advance the company’s business priorities. As a member of the state team, you will work closely with internal and external stakeholders to ensure Charter’s interests and the interests of Charter’s customers are well represented in state and local policies.

### What You’ll Bring to Spectrum

#### Required Qualifications

– Bachelor’s degree or equivalent
– Ability to read, write, speak and understand English
– At least five years of experience in the cable or other regulated industry, government, public policy, or legislative arenas
– Background in law, government, or public policy
– Ability to handle multiple projects and tasks
– Ability to make decisions and solve problems while working under pressure
– Ability to analyze and interpret legislation, regulation, contracts, franchises, and legal documents
– Ability to use personal computer and software applications (i.e., word processing, spreadsheet, presentations, etc.)
– Ability to exercise independent judgment and discretion in matters of significance and operate with integrity and within company values; maintain high standards for ethical practice
– Ability to work independently, but also to collaborate effectively with colleagues, peers, and other internal and external constituencies
– Knowledge of cable, telecommunications, and broadband products and services, and experience working with regulated industries
– Advocacy, lobbying, and negotiation skills
– Political/government relations background
– Understanding of state and local government
– 8-10 years of related experience in the cable industry, government, public policy, or legislative arenas

#### Preferred Qualifications

– Advanced degree in public administration, law, or a similar field

– Able to work nights and weekends, variable schedule(s) as necessary
