About the Role

The Director of Federal Affairs will be responsible for policy development and advocacy before the U.S. Congress and other federal government agencies and will report to the Vice President, Advocacy and Building Codes. In this role, the Director will be part of a dynamic team advocating for BOMA and the Commercial Real Estate Industry’s (CRE) interests, implementing key strategies, strengthening critical relationships with Members of Congress and their staff—as well as other key stakeholders—while working aggressively and strategically on multiple issues of critical importance to BOMA and the CRE industry.

This position is crucial for creating and communicating an integrated government relations strategy to pave the way for BOMA and the CRE industry’s success and growth.

The Director of Federal Affairs reports to the Vice President of Advocacy and Building Codes. In the performance of assigned duties, the incumbent makes decisions and takes positions independently within the constraints of BOMA policy, budgets, and the guidelines provided by the Vice President.

Roles and Responsibilities

  • Ensure effective operation of the association’s Legislative and Regulatory Affairs Program.
  • Maintain liaison with Congressional offices and Federal agencies.
  • Oversee preparation of all documents submitted to the U.S. Congress and Federal Agencies.
  • Manage the association’s policy development process and all policy documents and publications.
  • Serve as Staff Liaison to the Government Affairs Committee and other committees as assigned.
  • Monitor the legislative and regulatory landscape for assigned issue areas and identify challenges and opportunities critical to the CRE industry.
  • Educate members on advocacy, legislative, and regulatory priorities through webinars, newsletters, trade press articles, and presentations.
  • Assist with identifying speakers and developing content for BOMA conferences and meetings.
  • Draft testimony and official letters, as well as newsletter articles for BOMA publications.
  • Organize and maintain the Federal Advocacy portion of the BOMA website.
  • Attend political events and assist in implementing the BOMAPAC strategy and operations.
  • Manage and coordinate participation in coalitions to achieve BOMA policy goals, including but not limited to the High Performance Building Coalition and Real Estate Roundtable.
  • Develop opportunities/programs that facilitate BOMA membership interaction with Members of Congress and the Administration.
  • Arrange Capitol Hill visits.
  • Respond to various membership requests relating to assigned issues.
  • Perform other duties as assigned.
  • Actively collaborate with the BOMA advocacy team and other BOMA departments to carry out the organization’s strategic goals and objectives.

Required Qualifications

  • Background/experience in Commercial Real Estate, Energy and Environment Policy, Energy Efficiency, Building, and/or Sustainability policy.
  • Bachelor’s Degree, preferably in public policy, communications, or business, or equivalent experience.
  • 5+ years of Government Relations/Capitol Hill/Public Policy/Lobbying experience.
  • Ability to effectively present ideas to a diverse set of stakeholders, including virtual and in-person meetings, presentations, or discussions.
  • Demonstrated ability to work collaboratively with colleagues and stakeholders.
  • Ability to drive strategy on critical issues of importance to BOMA and its members.
  • Ability to initiate and proactively identify opportunities to better position BOMA and the CRE industry in Washington and with critical internal and external constituencies.
  • Ability to identify and mitigate challenges to BOMA and the CRE industry.
  • Keen political acumen and sound political judgment.
  • Computer skills, with the ability to review and research federal and state policy issues.
  • Ability to travel up to 10%.
  • Strong organizational, interpersonal, and listening skills; excellent oral and written communication skills.

Relationships

This position requires close working and collaborative relationships with all staff. The Federal Affairs Director interacts with BOMA members, local BOMA association leadership, other real estate association staff, and congressional/federal officials and employees.

Location

BOMA is located in Washington, D.C., and operates on a hybrid work schedule with the team in-office three days a week. Given the collaborative nature of this position, we are only considering candidates who are in or willing to relocate to the Washington, D.C. area. There will also be an occasional need to work additional days in the office with limited advance notice.

Compensation & Benefits

The salary range for this position is $80,000 to $115,000. Additionally, BOMA provides a comprehensive benefits package including, but not limited to:
