Mission & Scope

The National Roofing Contractors Association (NRCA) advances its mission through advocacy, education, certification, membership growth, safety, and technical support. The Director of Federal Affairs plays a central role in advancing this mission by representing the roofing industry before Congress and the Administration.

Position Summary

The Director of Federal Affairs is responsible for monitoring, analyzing, and influencing federal legislative and regulatory issues that impact NRCA members. This position advocates for NRCA priorities with policymakers, builds coalitions, and develops strategies to advance the roofing industry’s policy agenda.

This is a highly visible role requiring strong political acumen, exceptional communication skills, and the ability to build trusted relationships with stakeholders across Capitol Hill, federal agencies, industry leaders, and NRCA members.

Key Responsibilities

Federal Legislative & Regulatory Advocacy

  • Monitor and analyze legislative and regulatory actions impacting NRCA members.
  • Represent NRCA at congressional meetings, hearings, markups, political events, and coalition meetings.
  • Develop and execute strategic advocacy campaigns.
  • Draft and edit advocacy communications, including letters, testimony, newsletters, and articles.
  • Prepare NRCA leadership for testimony before Congress and regulatory agencies.
  • Support grassroots advocacy strategies and mobilization campaigns.

Committees & Industry Engagement

  • Serve as liaison to NRCA’s Government Relations Committee and Roofing Day Advisory Committee.
  • Provide updates, prepare agendas, distribute materials, and retain committee records.
  • Lead planning and execution of Roofing Day in D.C., NRCA’s signature annual advocacy event, including project management, logistics, and Hill meeting coordination.

Political Action Committee (ROOFPAC)

  • Support ROOFPAC activities and fundraising events in coordination with NRCA leadership.

Qualifications

  • Experience: 3–10 years of legislative or regulatory work on Capitol Hill or in federal affairs. 1–5 years of office or project administration.
  • Education: Bachelor’s degree in Political Science, Public Policy, or related field.
  • Skills & Competencies:
    • Strong understanding of congressional and regulatory processes.
    • Excellent written and verbal communication skills, including persuasive advocacy.
    • Proven ability to build collaborative relationships and coalitions.
    • High level of organization, attention to detail, and ability to manage multiple priorities.
    • Adaptability in a fast-paced, dynamic political environment.
    • Proficiency with Microsoft Office Suite; familiarity with grassroots and PAC tools a plus.

Performance Indicators

  • Achievement of NRCA legislative and regulatory priorities.
  • Success of Roofing Day in D.C. and other advocacy events.
  • Quality and timeliness of communications and advocacy materials.
  • Positive engagement with NRCA members, staff, policymakers, and partners.
  • Contribution to overall visibility and credibility of NRCA’s advocacy efforts.

Working Environment

  • Office located in Washington, D.C.; hybrid flexibility available.
  • 40+ hour work week; additional hours during peak advocacy periods.
  • Occasional travel required (e.g., to industry events, coalition meetings).
  • Salary range: $120,000 – $165,000 annually based on experience. This salary range represents a good faith estimate of the lowest and highest salary for the position. The final salary offered will be based on qualifications and experience.
