Job Description
Primary Purpose
Executes Sempra Infrastructure’s initiatives at both state and federal levels. Maintains strategic relationships with state officials, directing advocacy and communications, and implementing political strategies to support our assets and development projects. Educates lawmakers on key policies and proposals that impact our business. Represents the company with trade associations and manages participation in these memberships and ensures compliance with company and other regulatory policies related to government affairs activities. Oversees contract consultants and works with colleagues at corporate to support Political Action Committee (PAC) related activities.
Duties and Responsibilities
- Acts as the primary liaison to establish and maintain relationships with key federal and state legislators on behalf of the company. Develops and implements lobbying strategies at both state and federal levels, monitors legislative and regulatory developments, assesses their impact on the business, and formulates positions and responses to legislation and regulations that could affect the company.
- Oversees the membership database and compliance-related activities, as well as the key contact database, contact lists, and key messaging documents.
- Creates and manages the production of high-quality written materials, including recommendations, briefings, publications, presentations, and other collateral. These materials are designed to communicate complex messages clearly and effectively, particularly to government stakeholders, while also supporting marketing, business functions, and project development.
- Acts as the primary liaison for Sempra Infrastructure and key policy and political trade associations; represents company’s views and forges consensus on key issues. Secures leadership roles on priority associations.
- Manages administrative lobby and compliance activities; adheres to reporting and ethics requirements under state and federal laws.
- Partners with external affairs, external communications, legal, operations, and project teams to create and execute holistic engagement and positioning strategies.
- Manages relationships with consultants in Texas and Louisiana who will assist in advocating issues on behalf of the company; manages and maintains accountability; educates on key issues.
- Performs other duties as assigned (no more than 5% of duties).
Qualifications
Education
- Bachelor’s degree in Public Administration, Political Science, Communications, Law, or related field required.
Experience
- 12 years of relevant experience in public affairs, government relations, or a related field required.
- 5 years of previous experience in the energy industry preferred.
Knowledge, Skills and Abilities
- Ability to communicate clearly to a wide variety of audiences.
- Keen knowledge of government and regulatory processes.
- Awareness of global energy and policy trends and how to translate those to business success.
- Strong level of business acumen as well as an ability to understand and articulate aspects of the energy industry.
- Strong organizational, project management and consultative skills with the ability to identify strategic opportunities and drive successful outcomes.
- Demonstrated ability to interact directly with key stakeholders in the state policy environment.
- Strategic mindset – ability to connect dots quickly, see the big picture and translate that into action.
- Exceptional communication and relationship-building skills to productively engage with others at varying levels of seniority both internally and externally.
- Proactive, resourceful and self-motivated.
- Exceptional communication skills both verbal and written. Ability to prepare presentations and create materials suitable for top-level management, foreign dignitaries and policymakers.
- Ability to prioritize and handle multiple time-sensitive projects in a fast-paced environment as well as work reliably on deadline without close oversight.
- Garner and analyze data on various relevant energy and policy issues to present to and enable leadership to build better relations and messaging platforms.
Other Qualifications
- Travel up to 40% of the time.

Pay Range
$141,800.00 – $212,700.00 / year
