Vault 44.01 (“Vault”) is a leading carbon capture & storage (“CCS”) developer focused on the development, capitalization, and operation of carbon storage assets throughout North America. Vault’s team brings over 90 years of direct carbon storage experience, with involvement in the development of carbon storage projects across North America since 2007.
Vault’s capabilities span technical analysis, project design, permitting, stakeholder engagement, land leasing and acquisition, facility construction, and operations. In collaboration with our industrial partners, we are currently developing CCS projects in the US Midwest, US Southeast, and Canada focusing on single CO2 source, near-site sequestration projects and including 7 projects currently under contract.
Vault has secured a $300 million equity commitment from Grey Rock Investment Partners (Dallas, TX based private equity company) and has offices in Denver, CO and Calgary, AB.

Opportunity
Reporting to the Senior Vice President, Development, the Head of Government Affairs and Public Relations will lead the governmental affairs, public policy, political and legislative strategies in assigned areas and business lines of Vault 44.01, a Carbon Capture and Sequestration (CCS) developer in North America.
The individual will represent Vault’s interests before state legislatures, state officials, local governments, and industry associations. Inform business unit and corporate management and employees of key legislative, political and public policy issues. Develop and maintain constructive working relationships with elected and appointed state, county and local officials and key stakeholders in the states and counties Vault operates in. Build trust with a broad array of stakeholders to improve and protect Vault’s operating environment.
Specific responsibilities include, but are not limited to, the following:
- Coordinate with state, local, and environmental policy and regulatory staff.
- Develop, manage and provide leadership to Vault’s Lead, Local Government and Community Outreach employee.
- Develop and manage key external lobbying and external legal resources.
- Manage annual budget for external support for state, county and local external resources.
- Build relationships with regional, state, county and local officials.
- Monitor bill introductions, track legislation, and conduct analysis on bills impacting the CCS industry at the state level in collaboration with Vault internal departments and senior leadership.
- Monitor county and local level ordinances and conduct analysis as needed.
- Report regularly to management on status of major policy issues and initiatives.
- Act as company spokesperson in appropriate regional, state and local policy forums.
- Provide reports to management detailing objectives, critical activities and strategic planning.
- Prepare, or assure preparation of, necessary testimony, letters, reports, requests and filings to help formulate and promote Vault’s interests and/or minimize adverse impacts.
- Represent and interpret Vault’s positions with state officials and their staff, in industry circles, and in public forums.
- Build respected working partnerships with allies, associations, and other stakeholder organizations, including to develop and support passage of legislation and regulations in line with Vault’s business priorities.
- Coordinate with land, project, legal, environmental, and engineering teams as applicable.
- Coordinate with external lobbyists, legal counsel, and other professionals to advance Vault’s government affairs, regulatory, and legislative policy goals.
- Coordinate outreach and engagement efforts in support of Vault’s initiatives.
- Assist in the planning and coordination of meetings, hearings, and testimony.
Skills and Qualifications
- Minimum bachelor’s degree in political science, government, public policy, or related. Master’s degree in public policy or juris doctorate a plus.
- 8+ years in public policy or lobbying.
- Work experience in a state legislature a plus.
- Work experience in the energy or ethanol industries and/or clean energy policy a plus.
- Familiar with legislative process in: Indiana, Illinois, Ohio, Kentucky, Michigan, Louisiana, and beyond.
- Experience working with United States Environmental Protection Agency, specifically the Underground Injection Control Program (UIC) a plus.
- Motivated self-starter with the ability to work independently and reach closure within established time frames; strong attention to detail; takes pride in presenting a high-quality work product; strong self-organization and time management skills; ability to build strong relationships with stakeholders including elected officials, bureaucrats, regulators and other external stakeholders.
- Excellent communicator who lives their values and understands the importance of showing up in person to build trust with landowners and all stakeholders.
- Ability to work under pressure, meet required deadlines, and manage multiple projects at various stages of development.
- Legal resident of the United States of America.
