Regulatory Affairs – Manager
Position Summary
As a Regulatory Affairs Manager, you will be a key contributor to the successful identification, review, communication, and implementation of state and federal mandates. The Regulatory Affairs Manager is essential to ensuring the operationalization and compliance of state and federal mandates which impact CVS Caremark or the clients we support.
The Regulatory Affairs Manager position is responsible for reviewing state and federal mandates and working within the Regulatory Affairs team to identify impacted business areas and business owners. The position is also responsible for working cross-functionally within the organization to guide business owners through the implementation of mandate-related requirements.
In addition to general regulatory responsibilities, the Regulatory Affairs Manager will serve as a Medicaid subject matter expert (SME), providing strategic guidance on Medicaid regulations and program operations. This role includes managing the review and analysis of Medicaid Managed Care Organization (MCO) contracts to assess business impact and ensure operational alignment with applicable state regulations. The manager will also oversee Medicaid-related federal and state projects, ensuring timely and compliant execution.
Key Responsibilities
Review and interpret state and federal mandates to assess business impact.
Collaborate with internal teams to ensure timely and accurate implementation of regulatory requirements.
Manage the review and analysis of Medicaid MCO contracts for compliance and operational alignment.
Serve as a Medicaid SME, advising on Medicaid requirements and regulatory strategy.
Lead and support Medicaid-related projects at both the federal and state levels.
Communicate regulatory impacts and implementation status to various stakeholders, including senior leadership.
Translate complex regulatory language into actionable guidance for diverse audiences.
Partner cross-functionally to ensure consistent understanding and execution of regulatory obligations.
Required Qualifications
2+ years of Medicaid regulatory experience, PBM experience or a combination of PBM and regulatory experience may be a substitute.
2+ years of experience working cross functionally to implement regulatory initiatives.
Demonstrated ability to interpret and apply regulatory requirements in a business context.
Preferred Qualifications
1+ years of Medicaid, Exchange, and Commercial regulations.
Strong analytical skills for comparing complex contract terms and identifying discrepancies.
Experience implementing contract requirements within organizational operations.
Excellent communication and documentation skills to convey contract implications and implementation plans.
Proficiency in Microsoft Excel, SharePoint, or other collaborative platforms.
Ability to influence cross-functional teams to drive regulatory compliance.
Education
Bachelor’s degree. An equivalent combination of education and experience may substitute.

Pay Range
The typical pay range for this role is:
$60,300.00 – $132,600.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
