Manager, Legislative Affairs

Position Overview

As the Manager of Legislative Affairs at NARFE (National Active and Retired Federal Employees Association), you will play a critical role in advancing the organization’s advocacy agenda and representing the interests of federal employees and retirees.

In coordination with the SVP, Policy & Programs, you will be responsible for implementing strategies to influence policy, coordinating lobbying with political activity and grassroots advocacy efforts, and building relationships with policymakers. This is an exciting opportunity to contribute to the protection and enhancement of federal employee and retiree benefits and rights.

Key Responsibilities:

Legislative Affairs & Government Relations: Establish, maintain and build relationships with members of Congress, their staff, administration officials and other key stakeholders involved in federal employee and retiree issues. Advocate for NARFE’s positions through meetings, briefings, and written communications. Assist in the development of advocacy strategies to support NARFE’s policy objectives.

Political Engagement: Represent the Association at political events connected to contributions from NARFE-PAC, the Association’s political action committee, to campaign committees. Assist in the development of NARFE-PAC’s strategies to facilitate relationship-building with policymakers.

Policy Analysis and Monitoring: Stay updated on legislative and administrative policy developments at the federal level. Assist with analysis of bills, amendments, and committee actions to assess their potential impact on federal employees and retirees. Provide guidance on potential impacts and recommend responses.

Advocacy Communications: Draft and disseminate concise and persuasive written materials, including official letters, policy briefs, fact sheets, and talking points. Write monthly articles on advocacy topics for NARFE magazine.

Coalition Activity: Collaborate with like-minded organizations, associations, and coalitions to build strategic alliances and maximize the collective impact of advocacy efforts. Participate in meetings, conferences, and working groups to promote NARFE’s legislative agenda.

POSITION REQUIREMENTS

Qualifications and Requirements:

  • Bachelor’s degree in political science, public policy, or a related field.
  • Minimum 5 years of experience in legislative affairs or government relations. Some experience working for a member of Congress or congressional committee preferred.
  • Demonstrated experience in building relationships with policymakers and stakeholders.
  • Strong communication skills, including a proven ability to communicate effectively regarding complex policy issues.
  • Strong knowledge of the legislative and administrative process. Knowledge of issues affecting federal employees and retirees preferred.
  • Strong understanding of political process.
  • Ability to work independently, prioritize tasks, and manage multiple projects simultaneously.
  • Commitment to NARFE’s mission and values.
  • Experience with a membership association preferred.
  • Experience in public speaking preferred.
  • Experience in grassroots advocacy and mobilizing supporters preferred.

Work Environment: The organization is currently operating on a hybrid work schedule (In office 3 days & Remote 2 days/week). The headquarters office is conveniently located near Braddock Road metro station in Old Town Alexandria.

Salary Range: The starting rate is $72,000 – 80,000 annually. The final candidate’s relevant experience/skills will be considered before an offer is extended. Actual starting pay will vary based on non-discriminatory factors including, but not limited to, experience, skills, specialty, and education.
