Pharmaceutical Care Management Association (PCMA) – the national association representing America’s pharmacy benefit managers (PBM) is seeking a Senior Director or Director of State Affairs responsible for providing strategic legislative and regulatory advocacy for PCMA and its member companies operating in assigned states.  This position is responsible for developing consensus positions within the industry on a wide array of subjects, including but not limited to pharmacy benefits, pharmacy reimbursement, mail-order pharmacy, and specialty pharmacy. This position reports to PCMA’s Assistant Vice President of State Affairs with a region to be determined based on the candidate’s location.

Primary Responsibilities

  • Develops consensus positions/strategy among member companies on legislative issues.
  • Works with member company representatives to formulate industry-wide state strategic plans, including industry positioning and advocacy, ally and coalition development, and grassroots activities.
  • Manages PCMA’s strategic interests in assigned states through contract lobbyists, direct advocacy, testimony, use of coalitions, and relationships with key state policymakers.
  • Lobbies state legislators and regulators.
  • Tracks legislation.
  • Works with PCMA member’s state legislative teams on legislative and regulatory issues affecting the PBM industry.
  • Prepares advocacy materials for member companies, including issue-briefs, talking points, one-pagers, comment letters, and PowerPoint presentations in coordination with PCMA’s research and policy staff.
  • Develops and presents state testimony and attends relevant hearings.
  • Represents PCMA and the PBM industry at intergovernmental organization meetings. Manages intergovernmental relationship and issues.
  • Travel Requirements: 40%, domestic, frequent during peak legislative sessions.

Minimum Requirements

  • Bachelor’s degree. Advanced degree (MA or JD) preferred.
  • 5+ years of experience in government affairs including working in state government and lobbying those entities.
  • Previous relevant experience in health care policy advocacy, including pharmaceuticals, pharmacy, or health insurance issues.

Qualifications:

  • Ability to build relations and trust with high-profile stakeholders such as elected officials, industry executives, and a variety of external constituencies; including ability to influence and navigate political landscapes.
  • Experience managing multiple states preferred.
  • Strong executive presence necessary.
  • Excellent written and oral communication skills, specifically to provide public testimony at legislative hearings and meetings.
  • Strong organizational and time management skills.
  • Ability to work in a team environment.
  • Strong critical thinking and problem-solving skills.
  • Ability to remain flexible in a decision-making process.
  • Ability to develop persuasive policy content.
  • Ability to build consensus among people with diverging views.
  • Strong understanding of state regulatory process and agencies.
  • Ability to understand legislative and regulatory language, how it affects the industry, and how it could/should be revised to support industry goals.
  • Firm understanding of the working relationship and policy issues between PBMs and drug manufacturers.
  • Ability to assemble and synthesize relevant facts and expert opinion to support policy arguments.
  • Ability to prioritize the importance of policy issues to the industry.
  • Strong knowledge of the state legislative process including legislative committee structures, leadership, and procedures.
  • Knowledge of political and cultural trends affecting the industry.
  • Proficiency in Microsoft Office applications.
