State Government Senior Advisor Position Overview

The State Government Senior Advisor, reporting to the State Government Affairs Campaign Advocacy Senior Principal, will play a key role in supporting the success of The Cigna Group. The ideal candidate will bring experience in government affairs, communications, and/or public policy, with critical knowledge of the healthcare industry, including insurance, pharmacy benefit management, or other highly regulated sectors. This role requires operating strategically and collaboratively in a fast-paced environment, with responsibilities spanning both external and internal functions.


Primary Responsibilities

  • Assist in developing presentation materials on significant government relations matters.
  • Manage the production of State Government Affairs (SGA) communications (internal and external), ensuring content oversight by the team.
  • Create and deliver clear, concise messaging materials reflecting company positions on state legislative, regulatory proposals, administrative actions, and emerging issues.
  • Synthesize legislative and regulatory proposals across multiple states, identifying trends in state activity.
  • Collaborate on and lead presentations for recurring internal programs, particularly with Evernorth business partners.
  • Represent The Cigna Group in client, broker, trade, prospect, and other stakeholder presentations.
  • Draft talking points, briefing documents, one-pagers, and issue-specific leave-behinds.
  • Proofread public testimony and correspondence to public officials.
  • Build connectivity and collaborate with key internal stakeholders to address issues impacting The Cigna Group and advance business objectives.
  • Direct and participate in initiatives or projects designed to advocate for The Cigna Group’s positions.
  • Manage special projects, developing action plans and ensuring timely completion.

Minimum Qualifications

  • Bachelor’s degree required.
  • At least five years of experience in government affairs, public policy, and/or communications in a large, matrixed organization.
  • Exceptional writing, editing, and verbal communication skills, with the ability to engage senior stakeholders.
  • Strong presentation skills, particularly in PowerPoint, to effectively communicate larger narratives.
  • Analytical and problem-solving expertise.
  • Excellent interpersonal skills to interact with and influence internal teams, external stakeholders, trade associations, and state leaders.
  • Proven ability to operate in a matrix environment without direct control.
  • Knowledge of brand guidelines and resources.
  • Ability to work independently, manage competing priorities, and adapt to direction from multiple team members.
  • Creativity, flexibility, and strong organizational skills.

Hybrid Role: Must work in an office 50% of the time.


Internet and Technical Requirements

If working from home occasionally or permanently, candidates must have an internet connection via cable broadband or fiber optic service, with speeds of at least 10Mbps download and 5Mbps upload.


Compensation

  • Anticipated annual salary: $117,100–$195,100, depending on experience and geographic location.
  • Eligible for an annual bonus plan.
