FAPA is a D.C.-based grassroots nonprofit advocacy organization and a leading voice for Taiwan in the United States. We believe a free, democratic, independent, and sovereign Taiwan is essential to peace and security for the United States, Taiwan, and the Indo-Pacific region. With over 45 chapters across the country, we empower grassroots advocacy and civic engagement to advance policies that align with our mission.

Position Overview

The Policy and Advocacy Director is responsible for leading the organization’s Congressional advocacy efforts, including developing, advancing, and implementing FAPA’s policy and advocacy priorities. They will serve as a liaison for FAPA on the Hill, communicating directly with Members and their staff.

Reporting to the Executive Director, the Policy and Advocacy Director develops, implements, manages, and supports FAPA’s policy agenda. They will craft advocacy strategies, conduct policy research, engage with Congressional offices, and advocate for legislation and policy decisions that advance U.S.-Taiwan relations.

The ideal candidate will have a deep understanding of U.S.-Taiwan relations, with strong experience in the Congressional legislative process and policy analysis, as well as organizational and interpersonal skills. They should be able to foster strategic partnerships with Congressional offices and drive impactful advocacy initiatives in support of FAPA’s mission.

Key Responsibilities

Policy Research

  • Promote policies consistent with FAPA’s priorities and legislative agenda by conducting research, engaging with key stakeholders, advocating for strategic initiatives, and ensuring alignment with the organization’s mission and long-term goals.
  • Lead the policy team in tracking, researching, and analyzing legislative activities in Congress and in the executive branch that impact U.S.-Taiwan relations.
  • Represent FAPA policy positions to external audiences.
  • Collaborate with the communications team for the development and dissemination of press releases, public statements, and op-eds. This includes drafting, reviewing, and refining content to ensure accuracy, consistency, and alignment with the organization’s advocacy goals.

Congressional Advocacy

  • Ensure FAPA policy positions are communicated effectively to the Hill through strategic policy briefings, technical assistance, and working groups.
  • Develop and foster strategic congressional relationships for FAPA.
  • Develop and implement comprehensive strategies to influence public policy and advocacy efforts that align with FAPA’s mission and goals.
  • Build and maintain strong relations with Members of Congress, strategic partners, executive and legislative decision-makers and staff.
  • Oversee the development and dissemination of policy briefings to stakeholders.

Grassroots Mobilization

  • Design and lead advocacy campaigns, including collecting petitions, coordinating advocacy activities, and educating supporters to achieve specific legislative change related to U.S.-Taiwan relations.
  • Support and guide FAPA chapters and members in their advocacy efforts, including organizing Congressional meetings, advocacy workshops, and policy briefings.
  • Design, plan, and implement the annual National Advocacy Conference.

Qualifications

  • Understand and support FAPA’s mission and vision, and the organization’s goals and objectives.
  • Bachelor’s degree in public policy, international relations, political science, or a related field. A master’s degree is preferred.
  • 5+ years of experience in policy research, Congressional advocacy, or legislative affairs.
  • Strong knowledge of Congressional advocacy, U.S. legislative processes, and U.S.-Taiwan relations.
  • Extensive Hill relationships and advanced knowledge of issues before Congress and Congressional priorities.
  • Experience in a leadership role related to Congressional advocacy and policy research.
  • Exceptional written and verbal communication skills.
  • Strong organizational, analytical, and interpersonal skills.
  • Proficiency in Mandarin is a plus.

Compensation & Benefits

  • Salary range: $85,000 – $100,000 (commensurate with experience).
  • Comprehensive health, dental, and vision benefits.
  • Paid time off including two weeks of vacation, sick leave, personal days, and all federal holidays. The office is closed from December 25th to January 1st.
