## Job Summary
The Director, State Public Policy, within Humana’s Government Affairs team, is responsible for shaping and executing state‑level policy strategy, with a primary focus on pharmacy‑related issues, including pharmacist licensure, pharmacy shared services, pharmacy benefit management (PBM), occupational and facility licensure, and federal preemption.

Reporting to the Vice President, Strategy & State Affairs, this role leads the development of state pharmacy policy, supports and informs advocacy efforts, and provides strategic guidance on legislative and regulatory developments affecting Humana’s business.

As an individual contributor, the Director plays a key role in advancing enterprise‑wide policy positioning, strengthening advocacy effectiveness, and delivering measurable business outcomes. The position also oversees the work of two external consultants, ensuring alignment with Humana’s strategic priorities and successful execution of policy initiatives.

This role requires strong cross‑functional collaboration with State Affairs, Federal Policy, and business teams to translate policy changes into actionable strategies, mitigate risk, and identify opportunities for growth, while maintaining accountability for influencing internal stakeholders and managing external partner performance.

## Key Responsibilities
– **State policy portfolio** — Manage policy areas including pharmacist licensure, pharmacy shared services, PBM, occupational/facility licensure, and federal preemption.
– **Legislative and regulatory analysis** — Analyze, define, and communicate critical trends in state legislative and regulatory environments; track legislation of interest; identify or predict probable outcomes.
– **Policy response development** — Develop regulatory and legislative responses to proposed rules and laws, including comment letters, issue briefs, talking points, white papers, and PowerPoint presentations.
– **Business impact counseling** — Advise Humana businesses on state public policy risks and opportunities, translating them into clear business impact analyses.
– **Internal asset alignment** — Work with internal partners to identify assets that strengthen public policy positions (data, resources, SMEs, thought leaders).
– **Advocacy support** — Leverage experience and relationships to support advocacy efforts with state officials and regulators, with a specific focus on state boards of pharmacy and the National Association of Boards of Pharmacy.

## Required Qualifications
– **Bachelor’s degree** (advanced degree preferred)
– **8+ years in state healthcare policy**
– **5+ years leading policy development** and advocacy deliverables with measurable impact
– **Consultant/vendor management experience** with performance accountability
– **Proven policy analysis and writing skills** used in advocacy
– **Strong knowledge of pharmacy and PBM policy** and regulation
– **Ability to translate complex policy** into clear business insights
– **Cross‑functional influence experience** in matrixed environments
– **Strong communication skills** with regular executive and external presentations
– **Strategic relationship‑building ability**
– **Demonstrated delivery** against defined outcomes and metrics

## Preferred Qualifications
– **Master’s degree**
– **Knowledge of broader healthcare policy landscape**
