## Salary Range
The general salary range for this full‑time position is **$70,000 – $105,000**. Salary offers will be commensurate with experience, qualifications, skills, training, and education.

## Position Overview
Humane World for Animals, a global leader in animal advocacy and protection, is seeking a **Program Manager, Regulatory, Federal Affairs**. In this position, you will encourage the development, implementation, and proper enforcement of regulations designed to bolster animal protection at the federal level.

## Responsibilities
– **Drafting comments** — Collaborates with program staff and the Animal Protection Law (APL) department on drafting comments and letters to agencies in response to open comment periods, to push for rulemakings, and to request enforcement and proper implementation of regulations.
– **Media materials** — Drafts and reviews blogs, press releases, talking points, and other media materials to disseminate accurate information on agency actions and rules.
– **Coalition collaboration** — Works with external coalition partners on comment drafting, messaging, and arranging necessary Hill and agency meetings on regulatory priorities.
– **Federal agency relationships** — Develops and maintains strong working relationships with officials across multiple federal agencies to discuss proposed regulations, legislative implementation, and enforcement of laws supporting animal protection.
– **Regulatory agenda strategy** — Strategizes with Federal Affairs, APL, and program staff on potential new issues for Humane World for Animals and Humane World Action Fund’s regulatory agenda, including petitions for rulemakings and determining organizational positions on emerging issues.
– **Appropriations guidance** — Provides guidance to Humane World Action Fund legislative staff on priorities for the Appropriations process and meets with Congressional offices to explain funding needs or recommended cuts for regulatory programs.
– **Donor and advocate engagement** — Discusses priority issues with donors and advocates interested in learning more about regulatory processes and historical context.
– **Rulemaking tracking** — Acts as a liaison while tracking policies through the rulemaking process.
– **Issue research** — Gathers necessary background information, including historical, scientific, and legal research.
– **Media interaction** — Interacts with media regarding priority issues, including process explanations and historical background.
– **Additional duties** — Performs other duties or responsibilities as assigned.

## Qualifications and Requirements
– **Law degree** required.
– **Federal regulatory experience** — Minimum of four (4) years working with federal agencies to develop and enforce regulations.
– **Regulatory process knowledge** and case law impacting federal regulations and policies.
– **Animal‑related federal law** — Knowledge of laws implemented by federal agencies affecting animals.
– **Scientific data interpretation** — Ability to understand and interpret complex scientific data.
– **Microsoft Suite proficiency** (Word, PowerPoint, Excel, Outlook).
– **Fast‑paced environment** — Comfortable with frequent deadlines; high energy, self‑motivated, proactive.
– **Multitasking** and flexibility regarding workload and assignments.
– **Judgment** — Ability to exercise sound judgment.
– **Communication skills** — Strong written and verbal communication skills.
– **Attention to detail** and commitment to excellence demonstrated through quality and timely outcomes.
– **Teamwork** — Ability to work independently and collaboratively.
– **Animal protection interest** preferred.

## Location
This is a **hybrid position** based in the **Washington, DC** area.
