### Responsibilities:
Lead and collaborate on the development and management of Alcon’s health policy agenda in relevant areas, including Medicare and Medicaid programs, drug and device supply chain, FDA regulatory policies, and general corporate issues.

Closely coordinate, support, and align health policy priorities with Alcon franchise leadership, understanding commercialization strategy for surgical and vision care product franchises and future innovation.

Work with the US Market Access field team to:
1. Develop and carry out Alcon’s policy agenda for Medicare reimbursement in hospital outpatient departments/ambulatory surgery centers (OPPS) and Physician Fee Schedule (MPFS).
2. Monitor and track state legislative activity.

Work with Regulatory Affairs to monitor Alcon’s health policy agenda for FDA regulatory policy issues, including user fees, digital health, post-market surveillance, sales and marketing communications, and clinical trials.

Manage public policy firm and consultant engagements on targeted projects.

Develop Alcon relationships with external policy stakeholders such as industry trade associations (AdvaMed, MDMA), hospital and ASC associations (OOSS), patient advocacy groups (Prevent Blindness), and professional societies (AAO, AOA, ASCRS). Work effectively within formal and informal industry coalitions and otherwise develop industry contacts to advance areas of common interest.

Be responsible for maintaining, cultivating, and engaging relationships that include US Government officials, Members of Congress, and relevant Committee staff to raise the company’s visibility in Washington, DC, and promote Alcon’s interests in the public health policy arena.

Build relationships and understanding of each Alcon US site, with specific state/local GA needs.

Ensure compliance with all applicable laws, regulations, and reporting requirements related to federal government affairs activities, including lobbying disclosures.

Represent the company at policy conferences and other forums and participate in trade association policy working groups.

### Requirements:
– Bachelor’s Degree or equivalent years of directly related experience (or high school +18 yrs; Assoc. +14 yrs; M.S. +7 yrs; PhD +3 yrs).
– Fluency in English (read, write, understand, and communicate).
– 10+ years of relevant experience.
– Travel requirements: Domestic or international (percentage).
– Relocation assistance: Yes or No.
– Sponsorship available: Yes or No.

### Preferred Qualifications:
– 10+ years of professional healthcare or health policy experience.
– At least 5 years of related health policy or government affairs experience.
– Medical device industry experience preferred.
– Other functional experience to include public policy, FDA/CMS, industry trade associations, patient advocacy, or government roles.
