The 160,000+ member American Society of Civil Engineers (ASCE) seeks an enthusiastic, personable, highly organized individual with excellent research, communication, and project management skills. The ideal candidate will demonstrate an interest in and understanding of infrastructure policy to join our Washington, DC Government Relations and Infrastructure Initiatives staff.
The Report Card for America’s Infrastructure
The Report Card for America’s Infrastructure is the preeminent report on the state of the nation’s infrastructure. Often cited by national media outlets, Members of Congress, and U.S. Presidents, the Report Card is released every four years and serves as a critical education and advocacy tool for ASCE and other organizations interested in infrastructure improvements. The latest Report Card was released in March 2025, garnering extensive response from congressional leaders and media such as CBS News, the New York Times, and NBC.
State-Based Infrastructure Report Cards
In addition to the national Report Card, ASCE issues state-based infrastructure report cards, which are a critical advocacy tool for local and grassroots engagement on infrastructure policy and investment. ASCE’s Senior Manager of Policy Research coordinates state report cards with volunteer-led committees delivering respected and valued documents on a continuing basis. ASCE expects 12 state report cards to be released in 2025.
Role of the Senior Manager of Policy Research
The Senior Manager of Policy Research oversees the development of state Infrastructure Report Cards, in close coordination with volunteers from the local and state regions. This includes assisting volunteers in standing up and organizing report card committees, leading workshops, guiding chapters through the national peer review process, troubleshooting issues that arise, and collaborating with ASCE’s media relations and government relations team members to plan for a successful release.
Additional Responsibilities
The Senior Manager will also help with a variety of projects and tasks related to the Infrastructure Initiatives team, including:
- Developing talking points and presentations given by ASCE leadership on the national Report Card and other policy reports;
- Supporting ASCE advocacy efforts to pivot state report card policy priorities into legislative action at the state and local levels;
- Working with the media relations and government relations teams to organize Capitol Hill briefings, press conferences, and other one-off events;
- Producing content to help amplify ASCE’s policy research and advocacy on infrastructurereportcard.org and other communication channels;
- Helping to build upon the release of the 2025 Report Card for America’s Infrastructure by expanding its reach to relevant stakeholders.
Ideal Candidate Qualifications
The successful candidate will be a strong communicator invested in building and maintaining effective relationships with ASCE members and stakeholders. Experience is desired in contributing to fact-based and bipartisan policy reports, as well as polished presentations, ideally with a professional society or trade association engaged in infrastructure policy. The position requires proactive outreach to ensure strong working partnerships with volunteers and state/local officials. The ideal candidate will also be an excellent writer, have project management experience, a baccalaureate degree, and at least five years of professional experience. A master’s degree, as well as experience working with PowerPoint and web content, is a plus but not required.
