Description
The Senior Policy Advisor is an integral role at the Federal Liaison Center (FLC) of the Government Finance Officers Association (GFOA). The advisor leads strategic congressional and federal regulatory outreach efforts to advance GFOA’s advocacy priorities. This role includes managing relationships with members of Congress, congressional staff, regulatory agencies, and coalition partners, as well as analyzing legislative and regulatory initiatives while also managing a satellite office of the GFOA. The advisor ensures GFOA’s communications to Congress and regulatory agencies are high-quality and align with GFOA’s mission and objectives as they are dispatched to GFOA membership regularly.
The Senior Policy Advisor will enjoy a flexible, hybrid schedule, working from the DC office on average 3 days per week, dependent upon work travel schedule and organizational needs to support special events and programs. Job Duties
Congressional Outreach:
- Design and implement strategic outreach efforts to members of Congress, including freshman meetings and member fly-ins.
- Establish and maintain relationships with congressional staff in member offices and on committees.
- Identify and pursue strategic opportunities for joint projects and advocacy efforts, such as congressional staff briefings.
Regulatory Engagement:
- Establish and maintain relationships with staff at regulatory agencies that impact GFOA members.
- Analyze and monitor federal regulatory initiatives identified as GFOA priorities.
- Identify and pursue joint outreach opportunities with coalition partners, including regulatory comments.
Advocacy and Analysis:
- Analyze and monitor federal legislative initiatives identified as GFOA priorities.
- Provide edits and quality control for GFOA communications to Congress and regulatory agencies.
Coalition and Partner Engagement:
- Identify and pursue collaborative opportunities with coalition partners to strengthen GFOA’s advocacy efforts.
Requirements
The Senior Policy Advisor will possess the following attributes and competencies:
- 7–10 years’ experience analyzing and monitoring both federal legislative and regulatory initiatives as well as Congressional activity.
- Strong research skills with the ability to analyze and interpret legislative and regulatory initiatives.
- Experience building and maintaining partnerships and collaborative efforts.
- Strong analytical and problem-solving skills, especially in the context of policy initiatives.
- Proficiency in project management and interpersonal skills to manage stakeholder relationships effectively.
- Exceptional written and verbal communication skills.
- Excellent presentation skills.
- Commitment to providing high-quality customer service to members and partners.
