Position Overview:

The Senior Vice President (SVP) of Government Affairs is a key leadership position reporting directly to the CEO. The SVP will serve as the voice of an influential membership of the world’s largest purchasers of electricity with more than $15 trillion in collective market cap, accelerating clean energy investment, development, and procurement in line with CEBA’s vision of customer-driven clean energy for all. The SVP of Government Affairs will lead CEBA’s government affairs function and build relationships with key federal and state legislators, as well as administration policymakers.

The SVP will work closely with the SVP of Policy and other members of the executive team to drive strategy, execute short- and long-term objectives, and define and meet metrics of impact and accountability. This role includes engagement with the CEBA and CEBI governing Boards of Directors and the Advisory Board.


Core Responsibilities:

  • Team Development: Build, develop, and motivate a high-performing team of government affairs professionals and external lobbyists to drive impact on ambitious policy goals in bipartisan environments at all levels.
  • Outreach Leadership: Personally lead outreach and engagement with conservative federal and state officials.
  • Relationship Cultivation: Engage, educate, and cultivate relationships with members of Congress, administration officials, governors, and state legislators who influence CEBA’s policy agenda.
  • Collaborative Strategy: Work with government affairs offices of CEBA’s member companies, allied trade associations, and advocacy organizations.
  • Communication: Collaborate with the SVP of External Affairs and SVP of Policy to inform policymaker-focused communications, including testimony, talking points, and briefing materials.
  • Policy Strategy: Partner with the SVP of Policy to develop strategies to deliver on CEBA’s U.S. legislative and regulatory policy priorities at national, regional, and state levels.

Organizational/Leadership:

  • Political Engagement Strategy: Work with the CEO and SVP of Policy to develop CEBA’s overall political engagement strategy, including managing a PAC and relationships with party committees.
  • Team Building: Establish a team of both internal hires and external lobbyists to engage in bipartisan outreach.
  • Board Relations: Develop, nurture, and maintain relationships with the CEBA and CEBI Boards of Directors.
  • Coalition Building: Evaluate, cultivate, and create coalitions to advance CEBA’s policy objectives.
  • Administrative Engagement: Lead CEBA’s engagement with administration officials, Members of Congress, governors, and state legislators.

Qualifications:

Required:

  • Experience: 20+ years’ experience (no degree), or 15+ years + Bachelor’s, or 12+ years + Master’s.
  • Federal Legislative Experience: Minimum of 12 years in policymaking roles, with at least five years of direct federal legislative experience with conservative policymakers.
  • Relevant Experience: Experience in roles such as:
    • White House, governor’s office, or federal agency
    • Corporate government affairs in the energy sector
    • Trade association, advisory, law, or lobbying firm
  • Lobbying Registration: Willingness to register to lobby federally and in key states, with experience managing lobbying efforts and compliance.
  • Political Campaign Experience: Exposure to managing political campaigns or independent expenditure efforts.
  • Work Eligibility: Eligible to work in the United States.

Additional:

  • Collaboration Skills: Ability to collaborate with politically diverse individuals.
  • Government Affairs Expertise: Proven policy accomplishments, with a record of legislative or administrative policymaking.
  • Energy Policy Knowledge: Understanding of major energy policy trends is a plus.
  • Team Leadership: Proven record of recruiting, developing, and managing teams.
  • Communication: Executive-level written and verbal communication.
  • Flexibility: Willingness to work nontraditional hours and travel up to 25%.
