Vice President, Advocacy, Campaigns & Coalition

Job Description

Position Summary

The Vice President, Advocacy, Campaigns & Coalition will work at the request of, and directly with, the APCIA Advocacy divisions. This role leads APCIA’s integrated advocacy campaigns that advance the association’s public policy priorities and manages APCIA’s participation and leadership in strategic coalitions supporting advocacy campaigns. The position ensures cohesive and high-impact advocacy campaigns across federal and state legislative and executive branches, while working with APCIA Legal to parlay APCIA’s national legal advocacy footprint.

Principal Responsibilities

Campaign Strategy & Execution

  • Design and implement long-term, strategic advocacy campaigns aligned with APCIA’s strategic objectives, in concert with APCIA advocacy divisions and legal.
  • Tactics include but are not limited to:
    • Coalition Building (see below)
    • Media – Earned and Paid (digital, social, etc.)
    • Grassroots and grasstops:
      • APCIA members
      • Coalition partners
      • Paid/targeted
      • Legal groups (state bar groups, ALI, etc.)
    • Political engagement
  • Messaging & Public Engagement:
    • Lead, reverse, change, and control the narrative through Public Affairs
    • Develop message-tested content:
      • Dismiss and refute false opposition storylines
      • Communicate positive themes
    • Identify credible messengers:
      • Thought leaders
      • Third-party validators
      • Coalition partners
  • Drive coalition reputation and education initiatives

Advocacy

  • Travel to the States:
    • Partner with APCIA staff, industry partners, and coalition members to assure campaign buy-in
    • Meet with policymakers and judicial-related organizations to advance efforts
  • Partner with APCIA Federal Government Relations, industry partners, and coalition activists on federal advocacy priorities

Coalition Leadership

  • Identify, build, coordinate, and manage national and state-level formal and informal coalitions in concert with APCIA advocacy divisions and leadership, including:
    • State insurance trade associations, national and state domestic insurers, and NAMIC
    • State and national trade associations
    • State and national civil justice organizations
    • Small and large individual businesses
    • Self-insureds
    • Non-traditional allies (non-profits, affinity groups, targeted consumer groups, key influencers, etc.)
  • Define APCIA’s leadership role within each coalition, ensuring alignment of messaging and strategic objectives
  • Coordinate with APCIA leadership and responsible Division staff to leverage coalition partners:
    • Amicus briefs and other judicial engagements
    • Op-eds
    • Joint advocacy efforts

Project Management & Reporting

  • Develop project requirements, manage campaign timelines and suspension, budgets, and performance
  • Prepare regular updates and strategic briefings for:
    • APCIA leadership
    • Members
  • Identify and respond to evolving threats, risks, and opportunities
  • Work closely with senior staff to align campaign activities with APCIA’s strategic engagement plans

Once Successfully Operationalized for Legal System Abuse (LSA)

  • Expand to designing and implementing advocacy campaigns aligned with all of APCIA’s strategic objectives:
    • Strengthen market stability and sustainability
    • Promote private, competitive insurance markets
    • Enable industry growth and workforce development
    • Advance global competitiveness and trade

Qualifications

  • Education Requirements: College degree is required. Master’s or Law Degree beneficial.
  • Experience: At least 10 years of related experience
  • Well-known performance in executing advocacy campaigns and building coalitions who can be confidently trusted
  • Deep experience in advocacy, campaign (issue and/or political), coalition building, and related work
  • Proven ability to proactively conceptualize, plan, and successfully implement comprehensive, specific, measurable, and achievable strategies for achieving advocacy success
  • Strong cross-divisional team player orientation, motivator of staff and consultants
  • Outstanding interpersonal skills and verbal/written communication skills
  • Exceptional discernment, judgment, and crisis management skills
  • Insurance knowledge, understanding of the business, and experience aligned with APCIA’s strategic objectives
