### Overview
The Director, U.S. Government Relations, will serve as the lead for advancing Alnylam’s public policy priorities at the federal and state levels by leveraging political insights, building and maintaining relationships with key policymakers, representing Alnylam in external forums, and forging partnerships with third-party entities, including trade associations, manufacturers, patient and provider groups, and other thought leaders. While the majority of the role will focus on federal policy issues, the Director will also be expected to engage on a limited set of state-level issues with direct impact on Alnylam through consultants, trade associations, state-based organizations, and directly, as appropriate. The Director will work in partnership with Public Policy & Government Relations (PPGR) colleagues to identify policy priorities for Alnylam and develop strategies and approaches to address them. The Director will also work with cross-functional partners to ensure that advocacy goals and efforts align with Alnylam’s corporate and commercial goals and objectives. This role will advance policies focused on supporting scientific innovation, the biotech ecosystem, and optimal patient access to medicines.
### Key Responsibilities
#### External-facing
– Develop and nurture key relationships with members of Congress and their staff, as well as other regulatory and political stakeholders, to create value-add opportunities that raise Alnylam’s visibility in Washington, DC, and in targeted states, including Massachusetts.
– Build relationships with key associations.
– Develop advocacy materials for external audiences.
– Monitor the federal and state legislative and regulatory landscape, and proactively identify policy and political opportunities and risks to Alnylam’s business in partnership with Alnylam PPGR.
– Create and advance strategies for active engagement with government officials and policy stakeholders to support the achievement of Alnylam’s public policy priorities, including the development of new legislation or regulations in partnership with external consultants and outside counsel.
– Partner with Alnylam’s patient advocacy team to support engagement by disease advocacy groups on federal and state policy matters.
– Engage industry partners on key legislative and policy matters to ensure an environment that supports innovation and access.
– Identify opportunities to create coalitions among stakeholders interested in similar issues.
– As appropriate, develop public affairs opportunities to raise awareness of policy issues.
– Represent Alnylam and engage Members of Congress through political activities, such as PAC/fundraising events.
#### Internal-facing
– Analyze public policy proposals and develop materials to educate Alnylam colleagues regarding risks and opportunities related to Alnylam programs.
– Provide real-time, ongoing business stakeholder updates on the dynamics of directly relevant policy matters in partnership with PPGR colleagues.
– Provide political and strategic legislative expertise on activities critical to achieving corporate objectives.
– Lead the Alnylam Political Action Committee (PAC) strategy, administration, internal growth efforts, and budgeting.
– Serve on various internal work groups to provide insights to help inform Alnylam business decisions, as appropriate.
– Manage calls and contracts with relevant Alnylam consultants.
### Qualifications
– Bachelor’s Degree required; advanced degree strongly preferred.
– Minimum of 10 years of experience, preferably in government, government relations, biopharmaceuticals, or healthcare.
– Experience working with influential groups in Washington, D.C., and/or state capitals, including trade associations and the alliance community.
– Strong knowledge of the US healthcare system, Medicare, Medicaid, and commercial insurance laws and regulations, as well as knowledge of the biopharmaceutical industry and related public policy issues.
– Excellent written and verbal communication skills necessary to convey complex legislation and regulations to diverse audiences, including the ability to synthesize the impact on Alnylam and its customers.
– Demonstrated competence in MS Word, Excel, and PowerPoint.
– Must have excellent research, writing, organizational, teamwork, and communication skills.
– Self-motivation and high attention to detail.
– Must have the ability to handle pressure and prioritize multiple competing projects.
– This job is based in Washington, DC.
– Some travel to Alnylam offices required (monthly) and state-based meetings (ad hoc).
