Job Summary:

The Senior Director, Public Policy will lead CLS’s regulatory and legislative policy strategy, focusing on Federal, State, and Local regulatory frameworks that impact the life sciences sector. This role requires deep expertise in regulatory affairs, policy analysis, and formal comment letter writing. The ideal candidate will be a strategic thinker and skilled communicator who can interpret complex regulatory and legislative proposals, engage with regulatory agencies, and create policy positioning in support of CLS members.

Primary Responsibilities:

  • Lead CLS’s regulatory policy initiatives at the Federal, State, and Local levels, with a focus on healthcare regulations, biomanufacturing standards, environmental compliance, and tax policy.
  • Analyze proposed legislation and regulations and draft comprehensive comment letters and formal responses on behalf of CLS and its members.
  • Engage with regulatory agencies at the Federal and State levels and other relevant bodies to advocate for science-based, innovation-friendly policies.
  • Coordinate with CLS member companies to gather input and ensure alignment on regulatory positions and priorities.
  • Develop policy briefs, white papers, and technical summaries to support CLS’s regulatory advocacy.
  • Represent CLS in regulatory hearings, workshops, and stakeholder meetings.
  • Collaborate with legal and compliance experts to assess the impact of regulatory changes on the life sciences industry.
  • Support coalition-building efforts with other trade associations and advocacy groups to advance shared policy goals.
  • May have managerial responsibilities.

Background and Qualifications:

Required Qualifications:

  • Bachelor’s degree in public policy, regulatory affairs, or a related field
  • 10+ years of experience in regulatory policy, government affairs, or public policy
  • Demonstrated expertise in analyzing regulatory proposals and drafting formal comment letters
  • Strong understanding of California’s regulatory landscape and administrative procedures
  • Excellent written and verbal communication skills, with the ability to translate technical content into clear policy language

Preferred Qualifications:

  • Master’s or other postgraduate degree
  • Experience in the life sciences, healthcare, or technology sectors
  • Experience working with or within a regulatory agency or trade association
  • Familiarity with regulatory issues impacting biotechnology, pharmaceuticals, diagnostics, or medical devices
  • Established relationships within California’s regulatory and policy communities
  • Experience managing cross-functional teams and working in a fast-paced, collaborative environment
