## The Opportunity
The Leadership Conference is seeking a Vice President (VP), Advocacy to join the Advocacy & Programs Department. Reporting to the Senior Vice President (SVP), Advocacy & Programs, the ideal candidate will serve as a senior advisor to the SVP and, at the SVP’s direction, act as a senior strategist for the organization and the coalition with respect to congressional, executive branch, and targeted state and local policymakers.
This position will have leadership responsibility for five direct reports and is not part of the collective bargaining unit.

## Candidate Profile
– **Strategic Planning** — Collaborate with the SVP, Advocacy & Programs to identify, track, develop, and execute work plans across priority issue areas including Free and Fair Elections, Education, Immigration, Justice, Social Safety Net, and emerging civil rights priorities.
– **Team Leadership** — Assign and manage Advocacy & Programs staff to execute work plans and support coalition task forces, working groups, and meetings with member organizations, partners, and allies.
– **Federal Lobbying** — Engage in direct lobbying, cultivating and maintaining relationships across the Executive and Legislative branches to advance organizational and coalition policy objectives.
– **LDA Compliance** — Register as a federal lobbyist under the Lobbying Disclosure Act (LDA) and comply with quarterly reporting requirements.
– **Advocacy Execution** — Advance the organization’s advocacy agenda through meetings, presentations, testimony, convenings, and engagement with elected officials, government authorities, and external audiences.
– **Department Oversight** — Ensure the Advocacy & Programs department effectively promotes policy objectives of the organization and coalition members.
– **Program Supervision** — Supervise the Senior Program Director, Census and Data Equity, ensuring strategic alignment with organizational and coalition goals.
– **Staff Development** — Provide leadership, guidance, and development opportunities to subordinate staff.
– **Coalition Engagement** — Identify and manage opportunities to convene coalition partners around advocacy strategy and coordinate collaboration on policy analysis and development.
– **Budget Support** — Support the SVP in developing the Advocacy & Programs budget and provide initial approval.
– **Resource Allocation** — Allocate resources to support organizational and coalition campaigns.
– **Fundraising Collaboration** — Work with development staff and the executive office on fundraising initiatives.
– **Public Representation** — Represent the organization on panels, at conferences, and in media as appropriate.
– **Thought Leadership** — Coordinate production of external reports, briefs, and other materials that enhance the organization’s reputation and advance its policy agenda.
– **Policy Review** — Proof and approve legislative and executive letters and policy documents.
– **Policy Translation** — Analyze and translate proposals/legislation and advance policy initiatives in collaboration with policymakers and regulatory officials.
– Perform other related duties as assigned.

## Qualifications
– A minimum of 10 years of federal lobbying and advocacy experience required; nonprofit experience preferred.
– Bachelor’s degree or equivalent experience; Juris Doctor (JD) preferred.
– Strategic management experience, including developing advocacy strategies, identifying opportunities, navigating policy challenges, and supervising highly skilled professionals.
– Exceptional coalition and relationship‑building skills across diverse stakeholders and issue areas.
– Diplomacy, relationship‑building, and communication skills to build support and consensus across a diverse coalition.
– Commitment to centering equity in work style, management, and coalition engagement.
– Deep and principled commitment to civil rights.
– Budgeting and financial experience.
– Excellent writing and editing skills with the ability to produce polished work products.
– Strong legal and policy research and analytical skills, including drafting and analysis.

## Compensation & Benefits
The target salary range for this position is **$213,321 – $266,145**, commensurate with experience and internal equity.

## In‑Office Work Policy
The Leadership Conference follows a phased hybrid in‑office policy:
– **Phase 1 (Sept 1, 2025):** At least 2 days per month
– **Phase 2 (Jan 1, 2026):** At least 1 day per week or 4 days per month
– **Phase 3 (Apr 1, 2026):** At least 2 days per week or 8 days per month
